Full Job Description

We are looking for an experienced learning and development professional to lead our Learning and Development services and Training Team Leaders. Responsible for the effective and efficient running of the multi-disciplined training teams to deliver our portfolio of established training programs required to provide an outstanding service to our workforce and external customers.

The role of Head of Learning and Development is interesting and varied. The ideal candidate will have a demonstrable background in leadership, learning and development roles. You will have overall responsibility for the delivery of the annual training plan and ensuring this is prioritised and aligns with the Chief Constables Vision and Force Strategic Plan. The role also includes responsibility for identifying, developing and delivering innovative training programs that will support the objectives of the People Strategy and Fit for the Future workstreams., We are recognised as a disability confident employer, we aim to recruit and retain disabled people, and people with health conditions, for their skills and talent.   • Significant leadership experience within a large fast-paced organisation, with a proven track record of delivering results in an operational L&D context; meeting challenging organisational goals.


  • Strong leadership skills, relevant proven experience of working in a senior management role

  • Excellent organisational and communication skills and the ability to build effective working relationships through a clear communication and a collaborative approach

  • Evidence a clear understanding of strategic & operational L&D, and its role in improving organisational performance.


  • Strong interpersonal and influencing skills and the ability to engage with people at all levels and demonstrate flexibility, motivation and commitment.


  • A proven ability to set high performance standards and encouraging and inclusive culture and ethos to achieve goals and targets. A supportive leadership style that promotes team spirit and morale.


  • Strong problem-solving skills to resolve complex disputes and problems.


  • The role is agile with the need for the successful applicant to work through a combination of in person working and working from home. Typically, the office-based elements will primarily be operating from Colwyn Bay FHQ and there is a requirement to work from other training locations force wide and to travel out of the force area to regional and national meetings and conferences.
