Full Job Description

  • Lead and implement communication and service promotion plans and campaigns across Council departments and services (press work, Council publications, social media sites etc).

  • Maintain effective arrangements to communicate regular information to councillors.

  • Work collaboratively with Service Heads, Managers and officers to develop plans to communicate information and promote services.

  • Research and develop new and innovative methods of communicating information to a wide range of audiences.

  • Visual Communication: Supervise the production of video clips (creating a brief, scripting, etc.), leaflets, posters etc. for internal and external audiences.

  • Ensure that the people of Gwynedd are at the heart of everything that we do., Lead and implement effective, creative and forward-thinking projects and plans across Council departments to communicate information to a wide range of audiences and stakeholders.

  • Provide advice and guidance to Heads, Managers and officers on effective communication methods.

  • Research and write creative and effective content for Council publications - articles, scripts, content for digital media etc.

  • Maintain effective relationships with journalists, produce and publish press releases and respond to press and media queries.

  • Lead the work of establishing, maintaining and promoting a dedicated news site on the Council's external website.

  • Lead the work of collecting and prioritising relevant information to be communicated to councillors.

  • Produce and publish a weekly e-bulletin for councillors and ensure that the news pages on the Councillors' Intranet is updated regularly.

  • Monitor Communications good practice and latest developments to identify new and innovative techniques that the Council can use to strengthen our communications work.

  • Contribute to the work of collecting and creating relevant content for internal communication to increase staff engagement.

  • Represent the Service in internal and external meetings as required.

  • Support the Communications and Engagement Service with other PR activities as required.

  • Responsibility for self-development.

  • Ensure compliance with Health and Safety rules in the workplace in accordance with the responsibilities noted in the Health and Safety at Work Act 1974 and the Council's Health and Safety Policy.

  • Operate within the Council's policies in relation to equal opportunities and equality.

  • Responsible for managing information in accordance with the Council's information management guidelines.

  • Ensure that personal information is treated in accordance with Data Protection legislation.

  • Commitment to reducing the Council's carbon emissions in accordance with the Carbon Management Plan, and to encourage others to act positively towards reducing the Council's Carbon Footprint.

  • Undertake any other reasonable duty which corresponds to the salary level and responsibility level of the job.

  • Responsibility to report any concern or suspicion that a child or vulnerable adult is being abused.

    The ability to gain the cooperation and trust of colleagues on all levels, Language qualification in Welsh or English - A Level or equivalent, Experience of public relations work and / or journalism

    Experience of working in local government

    Experience of researching and presenting information

    Experience of establishing and maintaining information systems, Ability to write and present information clearly and correctly in Welsh and English

    Ability to summarise the main points from bureaucratic documents into interesting news items

    Ability to use basic computer programmes, An understanding of the work of local government and current affairs in general

    An understanding of social media and various means of communicating over the web, Able to follow a conversation or discussion through the medium of Welsh and English on a professional level and discuss general day to day topics in the field in order to present information and express opinions., Able to understand standard written Welsh and English; both formal and informal., Present written information confidently by letter, more detailed and technical report formats, and respond to written requests conveying information, ideas and opinion in Welsh and English (help is available to check the work).

    Gwynedd Council operates internally through the medium of Welsh, and offers all its services bilingually. The applicant will be required to reach the linguistic level noted as one of the essential skills in the Person Specification.
