Full Job Description

To participate in the operations of the Youth Offending Service and to plan and implement diversion programs as appropriate, including those that arise from referral orders, referral order panels, and community-based actions. Additionally, to effectively manage and monitor young people who are going through the court process and referral order panels, and to compile and present reports, including pre-sentence reports, in accordance with national standards. Effective collaboration with other workers and agencies is also required, along with working cooperatively with key stakeholders in the local community.

Consultation with young people, families, and the community should be at the core of any work undertaken on behalf of the Youth Offending Service. Contribution to the remand and bail support services, participation in information gathering and outcome measurement, and resource management in accordance with Best Value principles are also important. Effective communication across all aspects of the Youth Offending Service is essential, and work with young offenders should adopt a restorative approach that addresses the needs of crime victims through rehabilitation programs.
To help ensure the effective use of quality assurance processes in the work of the Youth Offending Service, to provide creative intervention programs for young offenders, to aid in identifying resources for implementing community sentences, and to serve as case managers for court orders when necessary.

Additionally, the role involves supervising young people on Youth Rehabilitation Orders, managing and supervising through care and license supervision for those in and discharged from custody, and participating in good practice methods that address anti-oppressive services for young people and their families.

It is also important to stay current with new legislation and concepts in Youth Justice and related areas, as well as participate in staff training, personal development, and supervision processes both internally and externally. The role also includes all matters related to the efficient administration of the Youth Justice process, and any other duties deemed necessary by the Youth Offending Service Team Manager., Yearly Retention Bonus (£2000+) for temporary/ locum qualified Social Practitioners roles.

Requirements A bachelor's degree or higher in Social Work and registration with the relevant professional regulatory body are required. Knowledge of the legislative frameworks governing child and family social work is essential, as is experience working in a statutory setting. Understanding the impact of different parenting styles on child development and the development of resilience in the face of loss, change, and uncertainty is crucial. Some experience working in a childcare setting, either through student placement, voluntary work, or paid employment, is preferred. Additionally, the ability to assess risk and need, plan and review outcomes, and work with service users who exhibit challenging behaviour is necessary. The ability to recognise signs of various forms of harm to children, including physical, emotional, and sexual abuse and neglect, as well as the consequences of cumulative harm, especially in terms of early indicators of neglect, is
essential. This role also requires strong communication skills, both written and verbal, as well as the ability to use technology effectively. The ability to build and maintain relationships in challenging situations such as those involving resistance to change, ambivalence, or selective cooperation with services is also necessary. The role requires excellent time management skills and the ability to prioritise competing demands. Additionally, the ability to use strategies that promote professional resilience and self-management in challenging situations is important. The job involves working alone in a home environment where basic hygiene and safety rules may not be observed, and the unpredictability of the home environment can pose a potential risk of abuse and violence. It also involves working closely with individuals who have experienced all forms of child abuse, which can be emotionally challenging and distressing. Due to the experiences and emotional state
of service users, who may be anxious or distressed, the post holder may face significant verbal abuse, aggression, and other anti-social behaviours from service users and members of the public regularly.

Birmingham Youth Offending Service has eight teams, including four area-based teams, one court-based team, one intensive supervision and surveillance team, one girls-only team, and one harmful sexual behaviour team. Staff from Birmingham City Council, West Midlands Police, Birmingham Health Authority, and the Voluntary Sector make up these teams. The objective of these multi-agency Youth Offending Team Services is to prevent offending in children and young people by achieving the following goals: dealing with children in the Youth Justice system promptly and without unnecessary delay, helping children and their families address the consequences of their offending, delivering interventions that address the risk factors for offending, and collaborating with partner agencies to reduce crime by children.
