Full Job Description

We need a dynamic person to join the Industrial Decarbonisation and Market Mechanisms Team, in the Environment and Business Directorate, focusing on decarbonisation of the economy. The Advisor role involves: - supporting the development of the decarbonisation and energy efficiency regimes, usually with a particular focus on one or more specific regimes - contributing to the preparation, review and publishing of technical guidance - advising on specific issues that occur during the operation of the regimes. Work includes advising and influencing government on decarbonisation policies. You need to network and work with government officials and industry stakeholders, prepare briefings and support our national engagement. This requires gathering of stakeholder views and producing technical and legally sound advice to inform Environment Agency positions. A significant proportion of the work involves technical aspects of monitoring, reporting and verification (MRV) of emissions, energy, materials or equipment related to greenhouse gas emissions. MRV within the regimes we manage and develop is all about ensuring that operators are accurately measuring, recording and reporting energy or emissions impacts. You will also be working on the development of existing and new regulatory regimes - for example, supporting the expansion of UK ETS to the maritime sector and the development of regulation to ensure that the new heat networks within the forthcoming UK Heat Network Zoning Regulations will achieve the target greenhouse gas emissions standards. The work is varied and often reactive therefore you need to respond swiftly to deadlines. The team In E&B we promote a positive, inclusive, and supportive culture where everyone feels valued. We use evidence, expertise, engagement, and innovation to enhance and support delivery, influence policy, legislation, and secure resources. The team provides the national lead on UK policies to reduce industrial greenhouse gas emissions including the UK Emissions Trading Scheme and development of low carbon industrial clusters, the Energy Savings Opportunities Scheme, Climate Change Agreements, Ozone depleting substances and Fluorinated gases.
- You will need to be able to work effectively with people from a variety of backgrounds and cultures and actively encourage others to consider diversity issues in their work.
- You will be able to working with multiple teams with different specialisms and styles of working.
- You will have the ability to understand legislation and the principles and policy intent that drove the legislation.
- You need to be a creative thinker and a great communicator.
- You will have experience of gathering and interpreting relevant data, analysing this and using it to support persuasive argument. Experience of monitoring, reporting and verification in regulation is desirable but not essential. You'll have a range of development opportunities and appropriate training will be provided.
