Construction Framework Lead
The Capital Programme Division is looking for an experienced construction professional to strategically manage and lead its North West Construction Hub (NWCH) framework operations.
The Capital Programme Division reports to the deputy chief executive and is responsible for a diverse programme of £200m pa, including works relating to schools, art galleries, parks, listed buildings, leisure complexes, outdoor Christmas markets, community resource centres and the public realm.
The NWCH was formed in 2009 to improve efficiencies within the public sector. It has its own separate corporate branding (North West Construction Hub) and is comprised of a number of public sector organisations and private sector construction companies that work collaboratively to procure and deliver construction projects that provide best value for clients.
The successful candidate will oversee the management, marketing and promotion of construction and engineering frameworks at both a strategic and project level that impact the North West of England. This exciting and diverse role will lead the development of innovative supply chain solutions, supply chain principles, procedures methods, performance measurement and improvement tools & techniques, financial analysis, budgeting, and forecasting. It will also be responsible for managing and leading a small team of framework managers which will involve strategic thinking, influencing, change management, and people management.
This role will also critically manage and operate robust construction supplier relationships, solve problems whilst being able to balance internal/external customer expectations with a view to delivering a variety of projects and programmes that contribute to the ongoing growth, delivery and development of the City Strategy.

- Have quantity surveying, operational and commercial experience in a multi-disciplinary professional services environment, coordinating and delivering a variety of construction projects on time, budget and required quality
