Full Job Description

The Senior Facilities Manager (SFM) for Central East South, is required to build and lead their team to manage the delivery, and provision of advice, on effective hard and soft facility management at military establishments across Cambridgeshire, Bedfordshire, Suffolk, Norfolk & Essex.
The Senior Facilities Manager role is responsible for the effective management of five key service delivery activities which are, completion of contract assurance including Legionella, Asbestos and CDM, Hard FM activity completion (Pre-Planned Maintenance / Rectification Works / Grounds Maintenance) alongside Soft FM elements including Cleaning & Catering, effective management of the programme of works tasks and contract amendments, ensuring goods and services are delivered within agreed contractual arrangements and KPI’s.
The SFM is responsible for collation and reporting of hard and soft facilities management data, maintaining key stakeholder engagement with Suppliers and Customer representatives and effective issue management. The SFM will plan, direct and co-ordinate operational activities ensuring efficiency and value for money. All activity will be delivered through close collaboration with our suppliers, asset stakeholders, contractors, and other agencies delivering key aspects of day-to-day hard and soft FM services, PPM and ensuring safe and legal compliance of the estate.
The role includes contract and supplier management, in addition to the planning and delivery of an extensive maintenance and minor works programme acting as the key customer interface across the area.
The post holder will ensure delivery of the correct level of service against agreed indicators, ensuring issue resolution to maintain operational outputs against agreed requirements and involves leading the operational oversight of the area team.
The SFM will be responsible for provision of assurance that supplier’s contractual responsibilities and internal quality procedures, including management reporting, development, budget, forecasting, and financial control are adhered to as well as providing advice and support for the management and mitigation of risk to Heads of Establishment where statutory and mandatory compliance of assets is not possible.
The SFM will maintain strong and collaborative relationships to provide the continued level of support needed on the diverse MOD estate in support of Defence programmes.
The post holder will be required to travel to sites covered by this role on a regular basis; some visits may involve an overnight stay.
This post has line manager responsibilities and experience of managing a team would be an advantage.
This position is advertised at 37 hours per week., + Direct, lead, manage and support the team of Facilities Managers delivering total facilities management and programme support across their sites of responsibility.
+ Assure delivery of services offered by the Soft Facilities suppliers including cleaning, catering, retail services and all other enabling contracts.
+ Manage production and regular review of appropriate work plans in accordance with local budgets to deliver programmes and financial commitments, whilst meeting changing operational needs.
+ Agree scope and priorities of work with local establishment representatives, agree outline plans and review management and tasks on a regular basis.
+ Plan, direct and co-ordinate operational activities ensuring efficiency and value for money.
+ Collate information and prepare reports for mandated weekly and monthly establishment meetings.
+ Carry out proactive contract management to ensure goods and services are delivered within the agreed contractual arrangements and KPIs.
+ Provide assurance that the supplier’s contractual responsibilities and internal quality procedures, including management reporting, development, budget, forecasting and financial control are adhered to.
+ Proactively manage all works through clear and effective direction, delegation and sound decision making.
+ Support the delivery of in-year programme of work including technical, financial and commercial/value for money checks, in line with contractual requirements.
+ Carry out the appropriate level of risk management in accordance with the DIO Risk Management Policy. This will include the reporting contract defects and early warnings.
+ Maintain strong and collaborative relationships to provide the continued level of support need on the diverse MOD estate in support of Defence programmes.
+ Support and participate in a culture of continuous improvement.
+ Ensure regular engagement with Heads of Establishments (and the customer base) and collaborative working with our suppliers and all stakeholders.
+ Assure and monitor service delivery of all maintenance and response works in accordance with statutory legislation, Health, Safety and Environmental standards and policies and mandatory requirements.

+ Qualifications would be a relevant in estate management or construction management, B&CE (Building & Civil Engineer) or M&E (Mechanical & Electrical) related qualifications or relevant experience.
