Full Job Description
Working with and reporting to the Council's Senior Estates Officer on the day to day management of the financial performance of the Council's asset portfolio, providing senior support and guidance to a small team and responsible to the Senior Estates Officer and Head of Service for delivering a quality estate management service. The Main Duties are:
- To co-ordinate and work with other property specialists to ensure a comprehensive approach to the management of the council's asset, liaising and communicating as necessary to deliver a joined up approach
- To survey and measure property for valuation purposes in connection with purchase, sale or lease of the property, rent review, licensing, insurance or compulsory purchase, easements, boundary disputes etc.
- To be responsible for decisions regarding position of boundaries, peg when necessary and produce plans, similarly negotiating with developers of sites adjoining Council land regarding boundaries and responsibilities for them
- To undertake valuations for acquisitions and disposals established fees for new licences and rents for new leases
- To be responsible for negotiations with prospective tenants or their agents on terms of new leases including rent, term and liabilities for insurance and repairs, negotiating with prospective licences or their agents and preparing Schedules of Dilapidations for property at start of a new lease
- To be responsible for negotiations with existing tenants or their agents on disputes arising from leases or on new rents to be assessed under rent review procedures
- To be responsible for negotiations with prospective tenderers and conduct site inspections with interested parties when property is to be let or sold
- To be responsible for the review of invoices, code, authorise and monitor budgets
- To advertise properties for disposal, draw up sales particulars, instruct Agents and Solicitors, prepare Heads of Terms and progress disposal agreements through to completion
- To advise on any surplus land that could be sold, advising on council ownership of land and on council responsibilities with regard to land holdings and corporate property.
- To undertake asset valuations
- To instruct Legal on terms of new leases or to amend leases by way of memoranda, to send statutory notices for determination of lease
- To instruct Finance to amend accounts and collect new rents and advise of insurance valuations, assist collection of rents from corporate properties
- To instruct necessary repairs to properties agreed as council responsibility and monitor works
- To ensure that tenants comply with terms of their leases, servicing notice of intention to carry out rent reviews, taking appropriate action in respect of tenants vacating premises
- To assist in undertaking an annual review of insurance valuations and negotiating with tenants on such valuations
- To liaise with Planning on areas of land and the enhancements of its value if planning permission is obtained, submitting planning applications in respect of Council property
- To maintain contact with other professional bodies/agencies locally to ensure current knowledge of the property market
- To oversee the updating of the Asset Management System
- To answer queries on land ownership and use of land/property
- To provide property advice to other Council departments
- To instruct all levels of staff in other departments of the Council concerning matters relating to council property and ensure that the instructions are carried out
- Prepare statements to support the Council's case if tenant seeks arbitration and to negotiate under the provisions of Compulsory Purchase Legislation
- To support the delivery of the Council's Commercialisation Strategy. Identifying opportunities and reporting on those with recommendations to the Council's Senior Management team
- To lead and participate in projects across the Council; to provide advice and drive forward Property related projects that assist with the delivery of the Council's Corporate Plan
- To mentor and assist with the development of junior/graduate staff and help develop them through their professional qualifications
