Full Job Description
The Performance Insights team is a small function in the Resources Directorate that works to develop corporate performance and insights activity, ensuring high quality, comprehensive and accurate data is accessible to senior decision-makers with the goal of improving efficiency and effectiveness of local services. The team is central to driving continuous improvement across the Council and ensuring that the Council develops clear, evidence-led strategic policies and strategies, and allocates resources accordingly. About the Role In this role, you will inspire a small team of performance insights professionals to develop and implement the Council's performance assurance framework. You will embed the use of performance data and business intelligence to drive an outcomes focused business planning process, design more relevant services, and better target early interventions and enable the council to develop an informed assessment of likely future need and plan resources and services accordingly. Cognisant of the opportunities and challenges presented to the Council from the devolution and local government reorganisation (LGR) agenda, you will inspire, influence and support colleagues within the council to transform public services, advising on best practice and championing innovative approaches as they apply to performance management and insights. Devolution and LGR presents a huge opportunity for the Council to play a leading role in reforming local government services, but it also brings uncertainty, so you will need to be adept at managing and supporting others through this, and able to respond agilely to what else might be on the horizon. You will be responsible for facilitating the cross council business intelligence community of practice, providing professional support and development to raise the standards of practice and improve collaborative working across the community of practitioners. You will also be an active part of the wider service's management team, working alongside managers in strategy and policy, risk management, insights, EDI and leadership office functions to collaborate on projects and strengthen cross-team working, 2. - Experience at a senior level developing and implementing performance assurance frameworks.
- Excellent analytical and communication skills to effectively convey complex data insights, telling compelling stories to support performance improvement and influencing colleagues and work programmes.
- Commitment to championing innovative approaches and best practices in performance management and insights.
- Experience of managing stakeholders, influencing and negotiating in complex, political environments.
- Understanding of the key strategic issues and statutory frameworks facing local government.
The starting salary for this role is £79,260 - £87,153 per annum, working 36 hours per week. Surrey County Council (SCC) is seeking a dynamic and forward-thinking leader to join our team as the Head of Performance Insights. This role will support the development and delivery of the council's performance assurance framework, helping the organisation maintain a focus on core service delivery for the remainder of SCC's operational life. The role will also help enable the Council to respond to the opportunities presented through devolution and local government reorganisation.
