The Space Industry Act 2018 (SIA) establishes the legal basis for spaceflight regulation, enabling commercial launch from the UK for the first time and reshaping the primary legislative basis for existing regulation of satellite operations for the first time in thirty years, drawing on experience gained in regulating orbital operations under the Outer Space Act 1986. The delivery of an efficient and effective orbital licensing regime, and the policy that supports it, enables the UK to realise its spaceflight ambitions, including commercial spaceflight and the positioning of the UK as a leader in space sustainability. This role is in the UK Space Agency's Office of Regulation, a small, friendly team enabling space activity in a safe and sustainable way. We work closely with the Department for Science, Innovation and Technology (DSIT), the Civil Aviation Authority (CAA) and the Department for Transport (DfT), as well as industry and international partners. This is a hugely exciting time to be involved in the space sector. The way we use space is evolving to include new types of commercial activity such as in-orbit servicing, assembly and manufacturing and Beyond Earth Orbit missions such as In-situ Resource Utilisation, lunar orbiters and rovers, as well as wider considerations on space sustainability and how we reduce the impacts of satellite missions on the orbital environment. Our Mission Statement as a team is to be global leaders in protecting space and enabling innovation. We do this by:

  • Putting in place new regulatory frameworks to ensure UK space activities are safe and sustainable and support wider government aims of economic growth;
  • Ensuring regulations meet the UK's international obligations and championing best practice in space on the global stage;
  • Responding to new technology advances, ensuring regulation is relevant, appropriate and proportionate.
  • A key part of developing these new frameworks is how third-party liability is handled, as, whilst the UK Government is ultimately liable for its activities in space as well of those of its nationals, domestic legislation requires satellite operators to bear third-party liability up to a level set out in their operator's licence. The liability and insurance team are in an exciting phase of work, including supporting the actions arising from DSIT's Space Regulatory review, working on implementation of a proposed new approach for setting liability limits for satellite operations based on space sustainability criteria, new methods to provide third-party liability insurance for satellite operations, supporting the development of new regulatory frameworks for rendezvous and proximity missions, development of world-first bilateral agreements to support such missions, a new proposed approach to charging for satellite operations licence application fees and supporting development of the UK's wider policy on space sustainability. The Liabilities and Insurance Manager will work with the Senior Orbital Liabilities Manager on detailed technical and legal information, engaging Cross-Government and with Industry in assessing options for these and other policy matters, as well as work on subsequent implementation.
