Full Job Description

The Safety Cell is the vital link in driving innovation and experimentation forward via the Safety and Environment Management Systems (SEMS) to ensure Develop Directorate achieves and maintains legal and regulatory compliance with all Defence Safety Authority (DSA) regulatory requirements by owning the Plan, Do, Check, Act (PDCA) cycle.

The Safety Cell supports, develops, and matures the Royal Navy's safety culture strategy, and the Directorates safety and environmental objectives and targets, by working closely with the different capability teams and relevant stakeholders. The Safety Cell provides Director Develop and key stakeholders with evidenced assurance that the safety culture, processes, and procedures enabling the Directorates deliverables and activities are conducted safely, being followed, and are maintained. The Safety Cell also undertakes and supports the development of internal and external audit and assurance processes.

The primary purpose of the Safety and Assurance Manager is to deliver and assure the Develop Safety and Environmental Management Systems (SEMS) as described in the Develop Safety and Environmental Management Plan (SEMP) that supports planning and safe conduct of operating, testing, evaluating and experimentation activities (T3E). Reporting to the Safety Cell Team Leader, a substantial amount of activity will be spent co-ordinating with the various Projects and Capability teams, assuring and managing compliance to Legislation, Regulation, Policy and process for those activities and exercises being delivered by the organisation.

Assure and report on the delivery of safety and environmental artefacts across T3E Projects against scheduled milestones, provide independent oversight of processes and documentation to ensure equipment utilised in experimentation activity is 'Safe to Operate' and 'Operated Safely', and engage across Navy Command, Defence Regulators, DE&S, and Industry to ensure Develop Safety, Environmental, Project and Quality Management is coherent and aligns with best practice.

To conduct the role, candidates will need to actively engage with stakeholders to build their own network of people to understand how to support the organisation with the necessary guidance to enable compliance and act as the SME and PoC for the various capability teams for delivering novel platforms and equipment into the operating space to support the Develop objective of a modern, global and ready Royal Navy.

Responsibilities

Provide direction and oversight to all Develop project and experimentation teams on safety management, technical & process safety, and compliance to legislative, regulatory and policy requirements.
Identify and mitigate technical and procedural risk, ensuring all Develop activity is conducted in accordance with safe procedures, utilising safe equipment and by competent personnel in a safe space.
Develop and implement the assurance associated with project monitoring and control, in order to co-ordinate the implementation of strategy and direction for the project and assure the delivery of project outputs. (Make decisions on aspects of technical safety project Quality Management, offering innovative solutions whilst remaining aligned to MOD and NCHQ policy and provide direction and expert advice on areas where policy does not exist.)
Establish and build a support network across the RN that can be utilised as and when novel assets or platforms are procured and delivered into the operate space to support the capability teams and enable the ability for the organisation to 'deliver at pace'.
Represent the Safety Cell Team Leader at stakeholder engagement events at senior management level within NCHQ, across the MOD and wider Government community. Deputise for the Safety Cell Team Leader when required.
Co-ordinate, support and provide expertise on documents and processes to meet the core values of Safe people, safe plant, safe place and safe process safe activity and safe place. (Leading improvements and change implementation with the provision of safety and environmental evidence and assurance to meet the 4Ps.)
