Full Job Description
An exciting opportunity has arisen to join our People & Culture Team in Powys Teaching Health Board (PTHB). The Workforce Planning Manager will work with colleagues in the Mental Health Directorate, supporting the required training and operational delivery of Workforce Planning in PTHB. The role is responsible for ensuring robust workforce planning training and processes are embedded and utilised throughout the Mental Health Directorate to support improved performance; advising on and supporting Mental Health Directorate Service Managers/Leads with the development of complex workforce plans, to support delivery of the objectives within the integrated plan. The post holder will develop strong and effective relationships with the service leads and operational managers to deliver healthcare services for Powys, through the delivery of agreed strategic workforce planning processes and programmes.
This is a fixed term role or a secondment opportunity - please ensure you have your managers approval to apply for the secondment., To achieve implementation of national and local strategies and policies, the postholder will ensure that PTHB develop realistic and measurable workforce plans linked to regional and All-Wales plans as appropriate; to achieve implementation of national and local workforce planning strategies and plans. The role will have a strong focus on supporting the development of workforce plans within the Mental Health Directorate, in line with the National Strategic Mental Health Workforce Plan. The post holder will work closely with the People and Culture Business Partnering Team to share best practice and lessons learnt, which will inform the spread and scale of workforce planning activity across the organisation.
There will be a strong focus on the development of workforce planning skills, capability and capacity of our existing workforce; which will include the creation of resources, which may include the development of training, webinars, frameworks and networks to facilitate access for service managers, partner's agencies and People & Culture colleagues.
Working with clinicians and staff within the Mental Health Directorate and across the Health Board as required, the post holder will promote innovation and best practice in workforce planning for service change in support of national priorities and drivers to local health need.

The salary scale above has been agreed as part of the NHS Agenda for Change pay award for 2024/2025 and will be implemented in November 2024 backdated to 1st April 2024 where applicable., Being the smallest Heath Board in Wales means that you won't get lost in the crowd.
