Full Job Description

Inspections and Monitoring:
+ Fishing Vessels: Conduct inspections of fishing vessels in port and, where applicable, at sea. Opportunities exist to train as a boarding officer for at-sea inspections in local areas or onboard the MMO's Offshore Patrol Vessel (OPV).
+ Fish Landings: Inspect and monitor fish landings, checking logbooks, landing declarations, and transport documents using a risk-based enforcement model.
+ Premises, Markets, and Vehicles: Perform inspections to ensure compliance with marine and fisheries regulations.
+ Marine Protected Areas (MPAs): Conduct inspections in MPAs to ensure compliance with regulations, understanding the importance of these areas in conserving marine biodiversity.
+ Licensed Activities: Monitor and inspect works licensed under the Marine and Coastal Access Act 2009 and other relevant legislation.
Enforcement and Compliance:
+ Detecting and Resolving Offences: Detect and resolve offences by issuing sanctions for non-compliance. Officers must be prepared for confrontational situations and will receive training on de-escalation techniques.
+ Evidence Gathering: Collect evidence to a high standard when offences are detected, including conducting PACE interviews. Appropriate training will be provided to ensure officers are well-prepared for this aspect of the role.
Desk-Based Monitoring:
+ Monitor fishing activity, including transportation and sales of fish.
+ Provide intelligence to help inform the risk of harm to the marine environment.
+ Input and monitor data related to pollution events and other marine activities.
Stakeholder Engagement:
+ Engage with a range of stakeholders, including the fishing industry, local communities, and other regulatory bodies.
+ Represent the MMO at meetings related to fishing and other marine activities with stakeholders.
+ Provide guidance to the fishing industry to enable better compliance.
Health and Safety (H&S):
+ Adhere to and promote health and safety protocols to ensure a safe working environment.
Data Input and IT Use:
+ Utilise various databases and IT systems for data entry and to assist coastal presence using the Catch Recording (CR) app.

+ Unsocial Hours: The role may require working unsocial hours to align with the fishing industry's schedule.
+ Travel: Regular travel is required, and a valid driving license is essential.
Knowledge, Skills, and Experience Required:
Essential:
+ Strong communication and interpersonal skills.
+ Confidence and resilience in handling enforcement duties and confrontational situations.
+ Using initiative and working independently.
+ Ability to interpret rules/regulations and apply them to a range of practical situations/solutions.
+ Ability to plan, prioritise, and control workload and deliver results to agreed timescales.
+ Track record of professional engagement, problem-solving, and attention to detail.
+ Computer literate, with proficiency in Microsoft Outlook, Word, and Excel.
+ Ability to work effectively as part of a team.
+ Physical fitness to perform duties in sometimes challenging environments, such as getting on and off vessels in port, climbing quay ladders, and inspecting fish within chillers.
Desirable:
+ Experience of marine activities and associated legislation.
+ A marine-related qualification.
+ Enthusiasm for and knowledge of the marine environment.
+ Previous experience as an enforcement officer.
+ Ability to manage direct confrontation using de-escalation techniques., Successful candidates must undergo a criminal record check.
