Full Job Description

We are seeking a dynamic Property Emergency Planning and Resilience Manager to join our Health and Safety Team within Defra group Property. The role supports the setting out of the health and safety strategy and arrangements for the Defra estate and involves taking part in assurance activities to ensure compliance with the Health and Safety at Work etc Act 1974, Health and Safety Executive's (HSE's) and Defra's Health & Safety (H&S) requirements and to ensure Defra's legal health and safety responsibility for property matters are being managed. The Property Emergency Planning and Resilience manager will act as the principal advisor to Property colleagues on matters relating to Emergency Planning, Business Continuity and wider resilience planning. The post holder will assure compliance with Defra, Civil Service, National and International standards and best practice and act as a subject matter expert in support of Facilities Management colleagues. The role directly supports the organisation to implement effective arrangements through assurance and continuous improvement activities across the national Defra group Property portfolio, developing business plans that focus on key priorities and managing data and assurance programmes to ensure compliance with all legal health and safety obligations relating to Emergency Planning and Resilience activities. The post is primarily Defra group Property facing, working across the health and safety remit, but will interface with other Corporate Services Functions, and Defra group organisations, as required to align ways of working and improve cross functional relationships - streamlining and improving processes and policies.
- Collaborate with stakeholders to assure and update emergency and business continuity arrangements for the estate.
- Work directly within the DgP H&S agenda to assess and evaluate health and safety risks across all Defra's workplaces and workforce activities.
- Manage and coordinate planning for potential risks such as utility failures, flooding, severe weather conditions, containment breaches and outbreaks.
- Monitor, manage, and mitigate relevant risks and issues.
- Review, improve and develop standards, processes, and procedures reflecting current Government legislation and best practices in a Property context.
- Conduct audits of emergency preparedness and resilience and report outcomes to stakeholders.
- Manage emergency preparedness projects.
- Work with the Property teams to ensure Business Continuity Plans and Emergency plans are up to date and fit for purpose.
- Oversee strategic development to capture recommendations and actions from audit and assurance programmes as well as lessons identified.
- Explore, develop, and implement digital solutions for reporting, response and mass communications systems.
- Establish and maintain good relationships with internal and external partners to influence their activities and promote and enhance Defra's goals and ambitions
- Attend and contribute to HAZOPs, SWIFTs, and Risk Assessment meetings from an emergency planning and resilience perspective.
- Be part of the incident management team (command centre) in an advisory capacity and communicate with emergency services and other bodies during emergencies.
- Support the Property Teams in decision-making for emergencies and incidents.
- Define and deliver training for emergency planning, major incidents, and building/site resilience.
- Support and deliver exercises across the estate, ensuring relevant engagement from stakeholders and appropriate records of performance, recommendations and lessons.
- Act as a mentor/associate to other colleagues.
- Remain an expert in the field through networking, professional development, and reviewing research and papers for learning and improved practices.
- Identify opportunities and implement changes leading to team development, system improvement, and good value for money.
- Line manage and develop the team to ensure competent subject matter experts in their field.
