About the Team

Local Government and Reform

The Local Government and Reform (LGR) team manages the Treasury’s interests in local government policy and funding. This includes ensuring that councils have the resources they need to deliver core services, supporting the government’s ambitions to devolve powers and funding, and working with teams across the Treasury and other departments on public service reform.


The team is split into two units: the Local Government Finance Unit and the English Devolution and Economic Clusters Unit. The Local Government Finance Unit comprises two branches led by Grade 7s: the Local Government Funding branch (this role); and the Local Government Capital and Performance branch. Both roles have responsibility for line managing Senior/Higher Executive Officers.

About the Job

In this role, you will:

1.      Be the line manager for one Senior Executive Officer (SEO) with matrix management responsibility for a Higher Executive Officer (HEO).

2.      Lead on the implementation of the Spending Review 2025 settlement for Local Government DEL, one of the largest departmental revenue budgets (c.£15bn pa).

3.      As part of this, working with MHCLG and advising Treasury ministers on the implementation of proposals for a multi-year financial settlement for local authorities based on an up-to-date assessment of each council’s need and resources.

4.      Lead the Treasury’s work with MHCLG to deliver proposals for local government reorganisation (moving to a single tier of authorities in all parts of the country).

5.      Supporting work across departments on local public service reform, with a particular focus on reform of children’s social care, adult social care, and Special Educational Needs and Disabilities (SEND) services.

6.      Supporting wider work to deliver the government’s commitments on reform of business rates and managing interactions with the system of allowing local authorities to retain a share of revenues.


This role is an excellent opportunity to work closely with ministers and special advisers and colleagues across MHCLG to implement the government’s ambitious reform agenda for local government. It is also a unique role within the Treasury, with the opportunity to work across both spending and tax policy


About You

You must be able to bring strategic clarity to complex issues with the ability to build effective relationships and work collaboratively across the team and organisational boundaries. You must also be able to prioritise your workload and the work of your team in an effective manner.
