Full Job Description
The Procurement Division is responsible for ensuring value-for-money for the Bank for approximately £300m of third party spend annually; and compliance with procurement policies and regulations when the Bank purchases goods, services and works. The sourcing team is responsible for undertaking the end-to-end procurement process across a broad range of categories to support all parts of the Bank, implementing category strategies and managing the future sourcing timeline; and is broadly organised into three business partnering teams, covering Technology, Property & Notes Production, and Corporate., This role of Complex Procurement Lead is within the Procurement Division's Sourcing team but will have a dotted line into the business area. The role will support and follow a matrix-style of management., 1. One role will be part of the Central Bank Digital Currency team. This is a great opportunity for an experienced, enthusiastic and motivated professional to work on a project with significant public policy implications and a high level of public interest. The Digital Pound project is fast-moving and complex. You will be leading on a number of strategic procurements to support the team across the technology and corporate space. 1. The other will be part of the Bank's Payments Directorate., It operates the Real-Time Gross Settlement (RTGS) service and CHAPS, the wholesale payment service, settling over £775 billion each day across this critical national infrastructure. It is currently in the process of undergoing an exciting and transformational renewal, enhancing not just resilience but also promoting competition and innovation. It is leading policy work to understand the future demand for payments and international efforts to enhance cross-border payments and services across the financial sector. Because of the variety and immediacy of the work done, Payments Directorate is one of the most outward-facing and fast-moving areas of the Bank. The Directorate Vision is "We harness central bank money to make sterling payments work for everyone and shape the payments infrastructure of tomorrow". Your role will involve a mix of work preparing for and undertaking any procurement activities required across a broad range of topics the team engages with in a fast paced and varied environment. These requirements are predicted to fall under the payments, networks and broader technology category.
- Experience of drafting complex and multi-stage tendering processes - clearly and succinctly.
- Significant experience of leading strategic sourcing activities in a public-sector organisation
- Experienced and knowledgeable of existing procurement regulations and aware of the implications of the new procurement regulations
- Experience of working in a client-focused environment on whole project lifecycles Essential Criteria:
- Excellent stakeholder management skills and assertiveness, with ability to challenge
- Strong communication skills, ability to build rapport and constructive relationships
- Excellent written and oral communications skills, with the ability to present and communicate clearly and succinctly at all levels
- Self-motivation, with the ability to work both on your own initiative and as part of a team Desirable Criteria:
- It would be advantageous to be MCIPS qualified, and have experience of programme management in the context of public-sector procurement
- Experience of operating tenders that involve negotiation / dialogue with tenderers before their best and final bids are submitted.

Salary and Benefits InformationWe encourage flexible working, part time working and job share arrangements. Part time salary and benefits will be on a pro-rated basis as appropriate. Salary bandings as follows: Leeds circa £60,720 - £68,000London circa £67,440 - £75,000 In addition, we also offer a comprehensive benefits package as detailed below: - Currently a non-contributory, career average pension giving you a guaranteed retirement benefit of 1/95th of your annual salary for every year worked. There is the option to increase your pension (to 1/50th) or decrease (to 1/120th) in exchange for salary through our flexible benefits programme each year. The Bank has the discretion to vary standard accrual rates and dial up and dial down rates at any time and to withdraw dial up and dial down options at any time.
