You'll be involved in ensuring that our customers and road workers get home safe and well every day while travelling or working on our road network. Your new role as a Senior Contract Development & Assurance Manager. As a Senior Contract Development & Assurance Manager you will be managing and contributing to the development and delivery of the contract strategy, providing specialist advice during the procurement and working in a dynamic high functioning matrix team. You will ensure that procurement drives innovation and best practice, is compliant with government frameworks, UK legislation/EU directives and is in line with wider National Highways business/ strategic decisions. You will ensure that the procurement projects you lead-on drive innovation, adopt the outcome of lessons learnt to deliver best practice and that the contract documents are compliant. You will provide assurance of contract documents dependent on complexity of the project, manage and contribute to the provision of training and give guidance and advice to support key stakeholders to deliver business and corporate requirements. You will be based in one of the following offices: Bedford, Bristol, Leeds or Birmingham. However, here at National Highways, we have a hybrid working approach, meaning the role will be a combination of office and agile home working. This approach enables you develop excellent stakeholder and team relationships, whilst maintaining a good work life balance.
- Providing specialist advice and guidance on public sector procurement; support best practice in policy and processes that implement UK government policy, English and EU legislation.
- Be responsible for developing and drafting contracts/ frameworks as well as providing advice to meet the operational needs of National Highways. This will include being a focal point for the business for providing procurement contract technical advice, governance, and be responsible for NEC contract/strategy development in liaison with internal and external stakeholders.
- Manage and contribute to the development, communication and implementation of best practice tools, procedures and processes needed to deliver best value.
- Responsible for the provision of expert procurement, contractual risk advice to business partners and Procurement Division colleagues on all aspects of National Highways contracts.
- To capture lessons learnt and inform best practice for continual improvement across all projects, sharing knowledge across the wider team.
- Act as a Project Sponsor, responsible for ensuring propriety, corporate and procurement governance are adhered to..
Experience in contract or procurement development with working knowledge of public procurement and contract law, including Public Contract Regulations. - A knowledge of a range of contract types, and their application, in particular NEC forms.
- A proven track record in working successfully with a wide range of internal and external stakeholders and ability to engage and influence.
- A strong track record of delivering outcomes and achievements in a customer focused organisation.
