Full Job Description
The objectives of the role are:
1. Lead on technical framework design to drive innovation, economic growth and productivity in construction.
2. Lead and manage future frameworks including a new alliancing approach to ensure the delivery of quality buildings for the planned pipeline.
3. Manage all construction frameworks including performance management, project support and scheduling the framework pipeline. Support external users and wider government delivery requirements.
4. Manage the technical and project management services including performance management, programme support, commission management and scheduling TA pipeline. Support wider departmental delivery requirements.
5. Lead on supply chain management, data, financial health, contingency strategy and co-ordination of response to potential supplier failure.
6. Provide a contract administration service to ensure timely invoice payment and protects DfE interest in terms of build quality.
7. Provide a service that discharges clients responsibilities on site and ensures our contractors are upholding the highest of safety and quality standards on site, This is a Senior role with significant responsibility for delivering outcomes and for financial oversight.

Selection Process
Shortlisted candidates will:
1. Take part in a Staff Engagement Panel (which typically takes up to 1 hour to complete), to be held week commencing 3rd March 2025
2. Undertake an Individual Leadership Assessment with an Occupational Psychologist, to be held week commencing 3rd March 2025
Following the above assessments, candidates will attend a formal panel interview, week commencing the 31st March 2025.
You will be asked to prepare a presentation for the interview (assessing the essential criteria, further information will be shared with shortlisted candidates). You will be asked questions to further assess your experience in line with the essential criteria and desirable advertised. We will also ask you questions on the Strengths that are important for this role using the Civil Service Strengths Dictionary.

Terms and conditions of candidates transferring from ALBs and NDPBs
Bodies that are not accredited by the Civil Service Commission and are not able to advertise at Across Government on Civil Service jobs will be treated as external new starters and will come into DfE on modernised terms and conditions with a salary at the band minimum.
Bodies that are accredited by the Civil Service Commission but do not have civil service status will be offered modernised terms and will not have continuous service recognised for leave or sickness benefits. Salaries should be offered at band minimum, but there is some flexibility where this would cause a detriment to the individual.
Bodies that are accredited by the Civil Service Commission and do have Civil Service status will be treated as OGD transfers. Staff appointed on lateral transfer will move on to pre-modernised DfE terms (unless they were on modernised terms in their previous organisation). Staff appointed on promotion will move on to modernised DfE terms. Staff will transfer over on their existing salary (on lateral transfer) and any pay above the DfE pay band maximum will be paid as a mark time allowance. Staff moving on promotion will have their salaries calculated using the principles set out in the attached OGD transfer supplementary information.

This role has a minimum assignment duration of 3 years. o We are looking for someone with depth of experience of delivering construction projects and of leading the delivery of them. You should have experience of leading supplier management, and of overseeing quality, time and cost outcomes. You should be comfortable scrutinising a cost plan and coaching others to do so, as well as ensuring projects manage and deliver health, safety and quality outcomes. You should be comfortable putting in place and overseeing a plan to ensure the health, safety and quality of our work.
o We are also looking for someone who is proactive and builds strong teams and relations with internal and external customers. You should be a problem solver, able to get stuck in and sort issues as they arise, but able to step back and improve the systems we have so that we are taking decisions and improving delivery at a strategic level.
o This is a time of change for this team and so you should be a strong people leader with experience of having led teams through significant change to improve outcomes.
o You must be professionally qualified and be a chartered member/fellow of a relevant construction focused institute such as RICS, CIOB, ARB or ICE with a deep understanding and extensive experience of construction management or delivery and technical advisory services.
