1712 - Economic Analyst - Sustainable Farming Scheme

To provide economic advice on, and manage, all aspects of the business case for the Sustainable Farming Scheme, (SFS) particularly the production of the cost benefit analysis (CBA) and quantitative calculation of the Net Present Value for the SFS, as well as the counterfactual and alternative options., The Land Management Reform role and key tasks are expected to evolve, but the core responsibilities will include:
+ To provide economic advice on, and manage, all aspects of the business case for the Sustainable Farming Scheme, (SFS) particularly the production of the cost benefit analysis (CBA) and quantitative calculation of the Net Present Value for the SFS, as well as the counterfactual and alternative options.
+ To ensure all relevant modelling and analysis is consistent with the HM Treasury Green Book and other associated guidance, including that on the valuation of environmental outcomes, and to lead on ensuring the appropriate quality assurance of CBA outputs, and delivery of the CBA to relevant deadlines.
+ To commission, manage, and analyse research to inform the development of payment rates that reflect the social value of environmental outcomes, in particular concerning proposed actions under the Optional and Collaborative layers of the SFS.
+ To contribute to advice to the Minister for Rural Affairs and North Wales and Trefnydd on the business case for the SFS; and on proposed payment levels under the SFS.
+ Providing economic input and analysis to other commissioned research, as appropriate, commissioned by LMRD in support of the SFS.
+ To ensure that the evidence and analysis from other LMRD workstreams is fed into the economic analysis in a timely and appropriate manner and that the analysis reflects ongoing SFS development and design.
+ Leading individual pieces of economic analysis relevant to the SFS, including evaluating and synthesising different sources of evidence, and effectively making use of such evidence to provide constructive challenge to the analysis of others where appropriate.
+ Contribute to the drafting and delivery of the analytical sections of papers and reports, and supporting the wider evidence and analysis activities of the team, including the effective communication, briefing and dissemination of emerging analysis.

Candidates will need a first or upper second-class honours degree in economics or a joint degree with at least 50% of the modules in economics, or an MSc in economics.
