Full Job Description

This is an exciting opportunity to join a developing Assurance and Risk team within the Finance and Corporate Services Directorate at the Disclosure and Barring Service (DBS). We re in the process of analysing and developing risk maturity in the organisation and are currently procuring a new risk management system; this will provide a variety of opportunities to be involved in project work, development and delivery of training projects and analysis of and involvement in drafting of risk management strategies to drive forward improvements to the DBS risk management process.
Support and provide assurance on organisational risk management, including development of the risk management framework and policy across DBS
Advise key stakeholders across DBS (including Board and SLT) on risk help them to develop their plans and control environments, underpinned by your knowledge and experience of best practice within the risk management arena.
Support the configuration and implementation of a new risk management system, including participation in the development and roll out of training activities, management of data migration, data cleansing and system access and accounts.
To support the day to day management of risk across DBS.
Support the development and implementation of multi level risk management training, + Develop and maintain the risk management framework for DBS covering strategic, corporate, operational and counter fraud risks which support well informed decision making in the business.
+ Maintain the strategic and corporate risk registers drafting and presenting, monthly update reports to various layers of Governance.
+ Embed and maintain the Risk Management framework and processes covering both corporate and programme related risks by delivering Risk management training and guiding all areas of the organisation in undertaking risk identification and articulation.
+ Development and maintenance of Counter Fraud Risk Policy
+ Managing and delivering the process for monitoring and reporting the overall compliance of the risk management framework and processes.
+ Work with line manager to embed risk management within the assurance processes of the organisation; and working with Strategy, Performance and Change Directorate colleagues enabling the business to utilise risk management to develop, identify opportunities and improvements in services and inform Business Planning including horizon scanning activities
+ Supporting and developing activities to increase risk maturity at DBS including conducting risk maturity assessments and bench marking.
+ Maintain strong relationships to enhance and support best practice with external partners including the Home Office Central Risk Team and Sponsorship Unit and GIAA.
+ Provide support the Business Continuity and Disaster Recovery Management Plan
+ Management of staff as and when required.

Ability to negotiate, influence and facilitate activities in order to deliver the risk management function.
Ability to operate within organisational objectives and policies, developing medium and long term objectives for the function.
Ability to act as a critical friend to the organisation in respect of risks ensuring they are articulated n a manner to reflect their current position at DBS.
Participation in the development and delivery of risk identification activities including horizon scanning workshops.
Excellent, written and verbal communications skills.
Understanding of assurance and Business Continuity and Disaster Recovery
Experience:-
Experience of working with strategic and corporate risks in a large organisation.
Knowledge of risk management systems.
Knowledge of HMT guidance on risk management reporting.
Working with risk at executive / senior management level, including writing and presenting reports.
Experience and knowledge of risk management strategies to drive forward risk maturity
Designing and delivering training packages/ workshops to all staff including senior management/board level.
Management of business relationships with external partners and internally with senior managers.
Technical:-
Possess a strong understanding of the risk management process. Be qualified to IRM or MOR Practitioner level or possess the aptitude and commitment to work towards a recognised Risk qualification at Level 5.
Proficient in the use of Microsoft Office, in particular Excel and ability to carry out task within Excel such as conditional formatting.
Desirable Criteria
Experience:-
Designing and implementing corporate risk management arrangements into wider organisational frameworks.
Understanding and practical application of a diverse range of strategic and operational risk and business continuity areas relevant to DBS.
Integration of risk performance and budget frameworks and reporting.
Prince 2 Practitioner or Agile Project Management with performance management and financial awareness.
Participation in Business Continuity and Disaster Recovery strategies within a large organisation.
Technical:-
Membership of the Institute of Risk Management.
Data visualisation and analysis skills.
