Full Job Description

The Complex Engineering team lead on the delivery of the Fibre First Rural build, Funded Build & MDU, Complex Provisioning, New Sites, Ethernet, Alterations and provide support to our other operational teams with expert opinion and advice around network policy and industry leading innovation. They also drive the completion of complex, difficult, or high priority network build and fix activities. Within the team there is also an internal civils and poling team. The Complex Provisioning team are made up of two key units, Chief Engineers (Fibre build & complex provisioning) & Network Delivery (Ethernet, Newsties and Alterations) The Network Delivery arm of the CE team are responsible for managing capex cost of c£500m, including large capital programmes (e.g. Ethernet c£280m, New Sites c£150m, Alterations £50m) along with Opex of c£150m and Income of c£100m.

  • This is an important financial control role, reporting directly to the controller for the CE & ID unit.
  • You will be accountable for planning and analysis activities for the unit
  • You'll need to understand risks, assumptions and drivers of business performers, and challenge these in our forecasts and budgets, along with actual performance
  • You'll also get a fantastic overview of a fascinating and exciting area of Openreach and support the controller in supporting successful delivery of the unit results
  • What you'll be doing
  • Delivers complex central finance planning and analysis activities (financial forecasting, planning, reporting (design & delivery), P&L management, balance sheet, cash-flow, cost management, investments, management accounts and analysis)
  • Contributes to budgets, financial statements, forecasts, reports, and analysis, through technical and functional expertise
  • Ensures the Financial Planning and Analysis activities within are of responsibility are carried out in accordance with internal and external regulatory requirements
  • Identifies, understands, and challenges the risks, assumptions, drivers and interdependencies of the forecast and budget, based on understanding of market trends and macroeconomic factors
  • Links business strategy to financial reporting, KPIs, and goal setting in area of responsibility
  • Continuously develops and shares with team knowledge on emerging trends and changes in financial planning principles and practices
  • Considers risk, regulation and uncertainty in short-term decisions and ensures that risks are identified and managed, by establishing clear accountabilities and supporting an appropriate risk culture and control environment
  • Coaches talent, and may manage others, to develop capabilities and ensure performance
  • Implements continuous improvement opportunities to enhance the efficiency and accuracy of financial planning processes and to resolve data issues impacting productivity and compliance
