Full Job Description

Oxford Major Trauma Centre (MTC) has been operational as part of the Thames Valley Trauma Network (TVTN) since April 2012. The MTC serves a catchment population of approximately three million people. The MTC ensures major trauma (MT) patients receive optimum care in the most appropriate facilities. This requires strong leadership in the development and maintenance of patient pathways, clinical protocols, guidelines, and educational programmes to ensure compliance with local, national, and regional standards for major trauma care. The TVTN includes the catchment of four Trauma Units (Milton Keynes, Stoke Mandeville, Wrexham Park and Royal Berkshire) and 50% of Great Western Population. It delivers high quality trauma care and performs well against national performance metrics. The MTC and Network is responsible for the entirety of trauma care: network organisation, pre-hospital, acute, reconstructive inpatient care, repatriation and rehabilitation. Major Trauma requires multi-disciplinary engagement across a large number of specialties, in different geographic locations, with transient workforces. The delivery of high-quality care is only possible if all involved are aware of the patient pathways and processes and have access to sources of further information, training and research.Main duties of the job The post-holder will provide visible leadership in major trauma care to all clinical staff within the MTC, supported by the Children's MTC Lead and Divisional Director, the Directorate Manager and Matron for the MTC. Demonstrate an established and respected career in their chosen field and have a desire to evolve and develop trauma care within the MTC and Thames Valley Trauma Network (TVTN). The post-holder must be prepared to manage multi-disciplinary engagement across a large number of specialities, in different geographical locations with transient workforces. The delivery of high-quality care is only possible if all involved are aware of the processes and have the appropriate skill to provide the necessary care., The post holder will develop collaborative working with Clinical Leads of the MTC, Trauma Units and Ambulance Service to develop the services and focus on the key performance areas including: - a) Develop a vision and strategic plan for improvement in trauma care within the MTC + TVTN. b) Lead and implement the findings of the MTC Peer Review 2019 ensuring the delivery of national and international examples of best practice in the management of major trauma to deliver strategic change. c) The post-holder will lead the planning and development of work programmes for the MTC and TVTN to ensure the achievement of network priorities and local objectives across the whole patient pathway. d) Service delivery and quality standards set out in National Guidance and local contracts. e) Facilitate TARN compliance across the Network. f) Co-ordinate the annual peer review for the TVTN ensuring evidence is available to demonstrate compliance and lead on any service improvement where the peer review identifies concerns which affect the service delivery of the MTC. g) Support the TVTN Nurse Consultant in the Delivery of Clinical Governance, co-ordinated transfer of care and the Polytrauma Rehabilitation Clinic. h) Work with OxTrauma Education Director to ensure that staff managing major trauma are provided with the necessary training, skills and equipment to ensure they can perform to the highest standards. i) Work with the Children's MTC lead to ensure clinical standards are met. j) Work with the MTC+N Rehabilitation team to ensure that patient needs are met and ongoing care provided. k) Work with the Psychological Medicine Team to ensure optimum mental health support for both staff and patients. l) The post holder will represent the MTC+N at local, regional and national meetings and ensure all relevant information is disseminated to the relevant stakeholders. m) Promote a positive profile of the MTC services both internally and externally. n) Chair the monthly MTC meetings delivering on the Peer review action plan. o) To engage with any research and audit to support MTC care. Clinical Governance The post holder will support the MTC in managing Clinical Governance within the Clinical Directorate in conjunction with the Matron. The activities to be supported include: a) Ensure governance is embedded within the MTC to ensure quality of service and patient safety and that all mechanisms are in place to monitor and measure clinical outcomes. b) The mandatory information collected for the TVTN and MTC is used to support refining patient pathways and guidelines. c) Establish and maintain effective mechanisms for sharing information and learning points from innovation, service improvement initiatives and best practise across the network. d) Co-ordinate any audits and implement clinical effectiveness programmes in collaboration with other clinical services. Workforce a) Work with the Directorate Manager and Matron to ensure quality services are delivered to MT patients. b) Oversee and support the Children's MTC Lead to ensure governance and learning are managed supported by the MTC team. c) Oversee and support the delivery of the TVTN data submissions - this is managed and co-ordinated by the Directorate Manager within the MTC. d) Ensure the workforce establishment including the Nurse Consultant and Rehabilitation Co-ordinators are managed within budget. Finance and Business Planning a) To ensure the MTC and TVTN operate within the financial envelope. b) Oversee financial performance delivering on expected income and expenditure and supporting the cost improvement plans. c) Prepare the annual business plan for the MTC with the support of the Directorate Manager and Matron., The postholder will have access to vulnerable people in the course of their normal duties and as such this post is subject to the Rehabilitation of Offenders Act 1974 (Exceptions) Order 1975 (Amendment) (England and Wales) Order 2020 and as such it will be necessary for a submission for Disclosure to be made to the Disclosure and Barring Service to check for any previous criminal convictions.
