Full Job Description

As an ASB Case Officer you will work within the Safer Leeds Community Safety Partnership. You will investigate and coordinate appropriate actions to resolve complaints of anti-social behaviour, noise across the Leeds district. You will be an integral part of multi-agency partnership working, developing and actively participating in targeted initiatives that directly contribute to addressing Anti-Social Behaviour issues in communities across the Leeds City Council area.   • The post holder will work within the Leeds Anti- Social Behaviour Teams, having a remit to investigate and coordinate appropriate actions to resolve complaints of, and reduce incidents of, anti-social behaviour and harassment across the Leeds City Council area.
  • The post holder will engage in multi-agency partnership working, developing and actively participating in targeted initiatives that directly contribute to the delivery of the Council's approach to addressing Anti-Social Behaviour issues.
  • The post holder will support the ongoing review and development of anti-social behaviour operational procedures to both improve and promote the service provided by the agencies to all communities across the Leeds City Council area.
  • RESPONSIBILITIES:
  • To have principal responsibility for a delegated caseload of anti-social behaviour enquiries, referrals and cases.
  • To conduct thorough investigations into complaints of anti-social behaviour cases, harassment (including all hate crime) ensuring pertinent facts, available evidence and actions undertaken are accurately recorded, in order to determine an appropriate course of action.
  • To prioritise work, responding with appropriate speed according to the seriousness of anti-social behaviour encountered, to secure the protection afforded by the courts for complainants and witnesses, liaising with and making referrals to support agencies both internal and external providers.
  • To maintain regular contact with victims and witnesses of anti-social behaviour, issuing and collecting nuisance diary books, providing victims and witnesses with clear guidance and advice.
  • To organise and conduct interviews with victims, witnesses and alleged perpetrators, formally recording agreed actions and outcomes, taking where necessary, coherent and accurate statements, to provide evidence of a standard required by civil and criminal courts.
  • To engage with a diverse range of partner agencies (e.g. Youth Offending Teams, Social Care, Housing, Youth Services, Police, Victim support etc) to progress case work, obtain information and identify opportunities to resolve, intervene and/or prevent further incidents of crime and anti-social behaviour.
  • Attend and contribute to a range of area based problem solving groups and multi-agency anti-social behaviour initiatives which seek to identify, address and reduce instances of crime, anti-social behaviour and harassment, promoting a partner agency support and involvement.
  • Ensure work is undertaken in accordance with agreed procedures, service standards, partner agency service level agreements and current legislation.
  • To maintain all casework in accordance with procedures ensuring all case files and recording systems (paper and computer based) are accurate, to allow effective monitoring and/or review of Anti-Social Behaviour, harassment cases and service objectives.
  • To regularly review all case material and evidence, liaising with Team Leaders/Partners/Legal Services representatives as necessary, to identify the scope for legal action and prepare appropriate documentation, serving papers on perpetrators and attending court to provide evidence as required.
  • To lead on specific/priority areas of work within the anti-social behaviour field as and when required, including the provision of training and mentoring.
  • To utilise a menu of tools identified within procedures to appropriately resolve anti-social behaviour cases.
  • To prepare and serve Introductory Tenant Notices on anti-social behaviour cases and to provide witness statements and present cases for Introductory Tenant Review Panels.
  • To work proactively with colleagues in Tenancy Management to investigate and address cases requiring tenancy enforcement action in conjunction with Anti-Social Behaviour action, relating to compliance with the tenancy agreement.
  • To contribute to area based multi-agency anti-crime initiatives to reduce instances of crime, and disorder.
  • In conjunction with the Housing Officer attend evictions, liaise with court bailiffs and the Housing Teams as necessary.
  • Provide any statistical information and intelligence for reports on cases as required and on request of managers within the partnership.
  • To contribute to the development of proposals in the area to deal with social, physical and environmental problems where there is evidence of sustained breaches of Tenancy or Anti-Social Behaviour.
  • To work in a flexible manner to provide cover across the partnership and recognising the potential requirement to work outside normal office hours/weekends on occasion.
  • To carry out all duties in accordance with the Council's Equal Opportunities and Disability/Discrimination policies and procedures.
  • To undertake any other duties as may be required which are commensurate with the responsibilities and grade of the post.

    As a ASB case Officer, you will bring to the role:
  • An ability to show a range of problem solving, analytical and social skills required to effectively progress and prioritise a challenging caseload.
  • Ability to develop relationships with partner agencies and work to achieve positive outcomes.
  • Knowledge of the range of legislative tools and procedures available to tackle anti-social behaviour and an awareness of related legislation and/or national strategies, which may impact on an anti-social behaviour investigation.
  • Ability to organise and conduct interviews with victims, witnesses and alleged perpetrators, formally recording agreed actions and outcomes, taking where necessary, coherent and accurate statements, to provide evidence of a standard required by civil and criminal courts.
  • A commitment to Victims and Witnesses of anti-social behaviour, supporting their attendance at court and/or attending court as a credible witness giving evidence as required., Demonstrable evidence of a range of problem solving, analytical and social skills required to effectively progress a challenging caseload
  • Excellent literacy skills, having an ability to construct detailed and coherent handwritten and word processed statements and/or reports.
  • Computer literate with proven ability to work with a range of databases, case management systems and core packages.
  • Ability to communicate effectively face to face, over the phone and in writing.
  • Ability to deal with people showing a variety of emotions including aggression
  • Ability to work as part of a team
  • Ability to develop relationships with partner agencies and work to achieve positive outcomes.
  • KNOWLEDGE:
  • Knowledge of the range of legislative tools and procedures available to tackle anti-social behaviour and an awareness of related legislation and/or national strategies, which may impact on an anti-social behaviour investigation.
  • Knowledge of the Freedom of Information Act.
  • Knowledge of Data Protection legislation.
  • Knowledge and understanding of Equal Opportunities legislation.
  • EXPERIENCE:
  • Experience of working within a multi-agency partnership that has effectively addressed identified community issues.
  • Experience of working with computerised/database systems to record and monitor information.
  • Experience of working within a busy team environment with conflicting priorities and demands.
  • BEHAVIOURAL AND OTHER RELATED CHARACTERISTICS:
  • Willing to take responsibility and be accountable for allocated casework, responding to supervisory instructions in a timely manner.
  • A demonstrable commitment to Victims and Witnesses of anti-social behaviour, supporting their attendance at court and/or attending court as a credible witness giving evidence as required.
  • Willingness to abide by the Council's Equal Opportunities Policy in the duties of the post, and as an employee of the Council.
  • Willingness to abide by and take personal responsibility under the Councils Health & Safety policies.
  • Willingness to take part in any necessary training.
  • DESIREABLES:
  • Ability to identify vulnerability and safeguarding issues.
  • Possession of a current full driving licence.
  • A professional qualification e.g. Housing related studies, Community Safety Courses or qualifications relevant to the role.
  • Knowledge of related legislation (Anti-Social Behaviour Crime and Policing Act)
  • Understanding of tenancy management.
  • Experience of conducting thorough investigations for the purpose of providing evidence of a standard required by civil and/or criminal courts.
  • Working with tenants or community groups within deprived communities.
