Full Job Description

We are currently hiring for an Asbestos and Water Hygiene Manager to join our thriving Housing service. The Asbestos & Water Hygiene Manager is responsible for ensuring that the Council is fully compliant with all regulations related to the Control of Asbestos Regulations 2012 and ACOP L8: The Control of Water Hygiene Bacteria in Water Systems. This role plays a crucial part in safeguarding both residents and staff by ensuring that asbestos and water hygiene risks are properly managed across the Council's housing stock. Working within the Housing Assets Compliance Team, the Asbestos & Water Hygiene Manager oversees the planning, execution, and monitoring of all asbestos and water hygiene-related surveys, risk assessments, and remedial actions. This includes close coordination with contractors and external bodies to ensure all works are carried out in line with regulatory standards. The postholder will also engage with residents to address concerns and communicate key safety measures,

  • Lead and manage the delivery of the asbestos and water hygiene compliance programmes.
  • Ensure accurate risk assessments, surveys, and monitoring of asbestos and water hygiene risks across Council-owned properties.
  • Manage contractors responsible for delivering asbestos removal, water hygiene monitoring, and remediation.
  • Provide specialist advice and coaching to internal teams on asbestos and water hygiene management.
  • Ensure regular reporting and updates to senior management on the progress of the asbestos and water hygiene programmes.
  • Collaborate with other compliance teams and stakeholders to ensure alignment and coordination of safety efforts.
  • Proactively identify risks and ensure that they are addressed in a timely manner.
  • Ensure projects are formally closed and lessons learned are captured for future improvement.

    NEBOSH General Certificate (Level 3) in Health and Safety or equivalent.
  • BOHS P405: Management of Asbestos in Buildings or equivalent qualification.
  • IOSH Water Hygiene Management Certificate or equivalent.
  • Level 4 Asbestos Management Qualification or a recognised certification in Water Hygiene Risk Management.
  • Certification in Asbestos Awareness and Water Hygiene Awareness Training in line with the Control of Asbestos Regulations 2012 and ACOP L8.
  • Membership of a relevant professional body, such as the British Occupational Hygiene Society (BOHS) or the Institution of Occupational Safety and Health (IOSH), with evidence of Continuing Professional Development (CPD).
  • Experience working in social housing, local authorities, or a similar compliance-driven environment, with a proven track record of managing asbestos and water hygiene programmes in social housing, health and safety compliance or similar environment/role.

  • Terms and conditions: To be considered for this position, you should meet the following requirements:
  • Must be able to travel to sites as required.
  • Physically able to access all areas e.g., climb stairs, access restricted spaces/service areas, use ladders to inspect roof/void spaces, etc.
  • Be able to attend evening or weekend meetings when necessary and arrange for appropriate out-of-hours and emergency responses
  • Working knowledge of the relevant Building Safety and Statutory Regulations.
  • Working knowledge relating to managing the delivery of building safety compliance or the built environment.
  • Relevant Asset Management, Construction and/or Asbestos and Water Safety qualifications (Degree or diploma or equivalent.
  • Current professional membership e.g., RICS, IFE, IFSM, IOSH, IIRSM, CQI, etc. or currently working towards attaining.
  • A good level of IT literacy.
