Full Job Description

To safely and seamlessly lead and oversee the delivery of a portfolio of externally funded Outside Party and Third Party schemes, championing understanding of rail related risks and constraints to enact, and enable others to facilitate solutions that align with external client objectives whilst meeting all stakeholder requirements. To provide support to enable Network Rail to meet its legal duty under the Railway Act and the Network Licence and drive adherence to relevant company and industry standards and processes, cascading updates and monitoring compliance.About the role (External) What will you be doing? 1. Lead and direct the successful development and delivery solutions of externally funded schemes. 2. Lead the provision of professional advice and guidance for outside and third party engineering activities; lead and develop effective relationships with external organisations and utilities. 3. Lead the development of sponsorship and project support for asset protection of outside party schemes and establish assurance that all schemes are delivered to defined requirements. Build and develop effective relationships with all stakeholders, managing expectations and championing team interests. 4. Manage the establishment of controls for the effective delivery of obligations in accordance with contractual agreements and commercial governance. 5. Manage the process to monitor the seamless integration of all project risks affecting the operational railway for projects within the portfolio and where mandated, monitor delivery in accordance with the GRIP lifecycle, for projects within the portfolio. 6. Support the creation and implementation of the strategy for the development, delivery and resourcing, of the route work scope. Liaise with other routes to share best practice, leverage benefits of shared learning and identify and deliver continuous improvement initiatives. 7. Engage with and manage the interface with stakeholders to enable compliance with Network Rail governance and assurance processes. Facilitate compliance against the Railways Act and Network Licence and oversee the completion of deliverables. 8. Lead compliance of the delivery of the Asset Protection portfolio in accordance with the Route CDM Management procedure. 9. Review lessons learned, and develop mitigation strategies with stakeholders to refine delivery principles for projects within the portfolio. 10. Analyse and report on success in the recovery of Network Rail costs in accordance with the legal agreements in place between the external party and Network Rail. 11. Undertake accident investigations when remitted to do so by the relevant designated competent person..

· Chartered Engineer or equivalent experience · Knowledge of the operational railway and railway infrastructure · Demonstrable experience of delivery of projects in the rail environment · Registered PRINCE2 Practitioner or equivalent · Previous successful experience working within Network Rail Asset Protection · Able to demonstrate excellent stakeholder management and communication skills · Able to demonstrate team leadership qualities including mentorship and development · Demonstrable ability to constructively challenge the ideas of others and make clear decisions · Understanding of project commercial requirements and programme controls in the rail industry · Demonstrable experience of health, safety & environmental requirements including CDM Regulations and CSM-RA with knowledge of Health & Safety legislation and best practice · In depth knowledge of GRIP · Knowledge of project management methodology and lifecycles · Knowledge of investment, commercial and procurement practices · Competent in Accident Investigation It’s not mandatory to have the below, but it would be desirable to have: · Understanding of rail infrastructure maintenance techniques · Knowledge of rail possessions/ isolations

The Central route covers a major part of the national rail network, with hundreds of thousands of passengers, and thousands of tonnes of freight carried within our route each week. Within our route is the Chiltern Main Line between London Marylebone and the West Midlands, the Snow Hill line from Stratford-upon-Avon to Worcester, the Cross City line in Birmingham, and lines to other cities including Wolverhampton, Coventry, Walsall, and Oxford. We also have big plans under way in the Central route. The planned HS2 railway includes stops in Birmingham and Solihull, providing much-needed additional capacity on the rail network and faster journeys for passengers. East West Rail will also re-establish a rail link between Cambridge and Oxford and improve connectivity within the region.

Salary range starting from £55,596 and raising to £62,546 per annum. Network Rail adheres to a structured pay framework, any salary offered will be within the pay range advertised.
