You will build effective and productive relationships with partner organisations and our communities, define a safeguarding strategy that reflects the national and local agendas, and provide professional guidance and support to colleagues regarding best practice., Provide a Trust wide strategiclead on behalf of the Chief Nurse and Deputy Chief Nurse to ensure the Trustmeets its obligations under the Childrens Act 2004, Working together tosafeguard children 2023, Safeguarding Assurance and Accountability Framework2022, Care Act 2014, regulatory remits of the CQC and other relevantlegislation and guidance in order to ensure the Trust provides safe effectiveand well led services, in line with the Trust values which safeguard people atrisk. To provide strategic leadership aspart of the single corporate service across Portsmouth Hospitals and the Isleof Wight Trust, reporting to the Group Chief Nurse and Deputy Chief Nurse. To support the Trusts activeparticipation in multi-agency partnership work across the region. Reporting to the Deputy ChiefNurse the post holder will have responsibility for leading the childrens,adults, maternity and mental health safeguarding functions providing leadershipand direction to Named Professionals. Be a core member of the singlecorporate service senior nursing team within the organisation and deputise orcross cover as required for the Deputy Chief Nurse or the Divisional Directorsof Nursing. Be a core member of the TrustSenior Nursing team supporting quality, safety and patient experience. The post holder will lead thedevelopment of the Trusts strategy regarding all aspects of safeguarding,working with key internal and external stakeholders to deliver a comprehensive,cohesive, safe and effective safeguarding service for the Trust. To provide visible andprofessional leadership in the co-ordination, monitoring and evaluation of allaspects of the at risk agenda for both children and adults. To provide expert level ofknowledge, leadership and professional advice in relation to safeguardingchildren and adults at risk, across the Trust, and the Board using lessonslearnt from national and local case reviews, best practice evidence and research. Provide a visible and accessiblepresence within the Trust. The post holder will ensure thatall statutory regulations, processes and performance requirements related tosafeguarding are fully met and agreed at Executive and / or Trust level. The post holder will ensure robustprocesses are in place to enable the Trust to participate in case reviews The post holder will lead, mentorand develop their team. To support the Chief Nurse andDeputy Chief Nurse in ensuring that all aspects of safeguarding are regularlyreported to the Trust Board. Responsible for implementation,maintenance and development of effective and efficient systems for thedetection, prevention, surveillance, investigation and control of harm andabuse in partnership with the named Professionals. To develop the Trusts internalcapacity to provide assurances in relation to safeguarding processes. Ensure the development,implementation and monitoring of infrastructures, and polices which arereflective of local multi-agency policies. Develop, implement and monitor delivery of the Trustssafeguarding Strategy To provide highly specialist advice to clinical areas andmanagement functions in relation to safeguarding policies. To lead patient involvement, engage and involve atrisk patients, relatives and advocates. Gain feedback in order to ensureservices and service improvements are patient centred and enhance equality / parity of esteem. To lead and support service improvement worktranslating case review and patient feedback in to identifiable changes inpractice or policy across the organisation. To personally meet with patients and carers who mayhave been abused or at risk of abuse including those who may be angry orbereaved to advise on safeguarding procedures. Responsible for safeguarding services, procedures,processes and policies for the Trust and act as an internal and externalspecialist for safeguarding ensuring priorities for safeguarding policy andpractice development are agreed at Executive / Board level. Responsible for the production, development, reviewand implementation of discrete policies and procedures in respect of :

  • Child Protection / SafeguardingPolicy and Procedures
  • Safeguarding Vulnerable Adults(SVA) and Adult Protection Policy
  • Domestic Violence and Abuse Policy
  • Mental Capacity Policy
  • Trust website safeguarding pages
  • Safeguarding training and supervision
  • Responsible for ensuring safeguarding assurance isprovided in relation to statutory responsibilities within the Childrens Act2004, the Care Act 2014 and other relevant legislation and guidance includingthe CQC Fundamental Standards and performance information relating tomonitoring assurance for CCGs and NHSI. To provide professional leadership in theco-ordination, monitoring and evaluation of all aspects of the safeguardingchildren and adults at risk agendas. To provide expert level of knowledge, leadership andprofessional advice in relation to safeguarding children and adults at risk,across the Trust, and the Board using lessons learnt from national and localcase reviews, best practice evidence and research. The post holder will ensure that all statutoryregulations and performance requirements related to safeguarding are fully metand agreed at Executive and / or Trust level. To provide representation at Regional and Nationallevel working groups and events. To provide a breadth of evidence as assurance toregulators, the Integrated Care Board, internal Board sub-committees and othersthat the Trust Safeguarding Service provides a robust service to all staff toprotect our patients, carers and the citizens of Somerset. Manage all the budgets for safeguarding, including theidentification of savings and efficiencies. Clear direction and coordination for managingallegations involving colleagues that have a safeguarding element, thusensuring that all individuals are kept safe, protected, and supported. Infact-finding and investigation, we will use our just culture and compassionateleadership so that those involved are able to reflect and identify learning asappropriate to the case detail. Work collegiately with other leaders to support staffin delivering best outcomes for patients and service users by use of reflectionand feedback as an informative tool to develop better quality and valueservices. Promotion of the Trusts Safeguarding Service atnational conferences and events. Provide mentoring to other safeguarding leadersnationally where services are less developed. Identify and generate external training income streamopportunities with key partners. Ensure training for the organization is up to datereflecting changes in legislation, policies, and national findings. That it isproportionate to individual roles and responsibilities. Support department leads in identifying areas fordevelopment to ensure patients are provided with the best care to safeguard andthrive. Specific Core Functions Act as a seniormember of the leadership team and as a safeguarding professional role model,deputising for the Deputy Chief Nurse and Chief Nursing Officer wherenecessary. Directly linemanage senior specialist nurses and other safeguarding team members in thesingle corporate service safeguarding structure. Provideeffective leadership and management to line reports, , recruitment,appraisal, support, and disciplinary procedures. Foster a highdegree of communication skills and working relationships with a variety ofindividuals across agencies and organisations including commissioners onmatters relating to safeguarding children and adults at risk of abuse andneglect. Co-chair theTrust safeguarding committee and other related multi agency subgroups toprovide health system safeguarding expertise. Actively disseminate expertise throughpublications, conference presentations and participation in national focusgroups relevant to safeguarding children, adults at risk of abuse and neglect.

    You will have a proven track record of delivering leadership within safeguarding and you will take a strategic and professional lead in respect of this agenda for both children and adults. You will lead and support all activities necessary to ensure that we meet our responsibilities to our patients and carers. With well developed expertise in driving continuous quality improvement you will be able to demonstrate the ability to engage staff at all levels, promoting collaborative working to achieve outcomes.,
  • 1st Level Registered nurse on relevant part of the NMC Register
  • First degree or equivalent
  • MBA / MSc in relevant subject and evidence of recent further professional development
  • Specialist experience / training relating to adults / children at risk
  • Evidence of management / leadership development.

  • Extensive experience in the acute healthcare setting in senior clinical leadership clinical service management position.
  • Extensive knowledge of National and Local NHS and N&M agenda
