Full Job Description

The Office for National Statistics (ONS) is the UK’s largest producer of official statistics, covering a range of key economic, social and demographic topics. These include measuring changes in the value of the UK economy, estimating the size, geographic distribution and characteristics of the population, and providing indicators of price inflation, employment, earnings, crime and migration.
The Future Population and Migration Statistics (FPMS) Programme provides the Office for National Statistics (ONS) the opportunity to continue to transform the way in which it produces statistics on the population and society. It builds on the successful transformation of the Census and Data Collection Transformation Programme (CDCTP). A key focus of the Programme will be continuing and mainstreaming the use of administrative data in the production of these key statistics, working across the public sector to maximise this data asset. The FPMS Programme will create a sustainable system that will allow the ONS to scale up while providing the opportunity to be flexible and dynamic in how it responds to the emerging issues of the day.
The ONS FPMS Programme will build on the extensive research already undertaken into the potential of a census based on administrative data source.
This role is part of the Project Delivery Profession and is supported through Government standards and frameworks. Further Badging within the Government Economic Service or other Analytical Professions is also possible.
Line management sits within the Portfolio Team and professional accountability is to the Head of Profession., The role is ensure the standards of Business Cases and Benefit Realisation is to a level consistent with the Head of Profession’s aspirations within the continuous improvement assessment framework alongside the portfolio assurance approach.
This role involves overseeing the standard or production of business case and benefits realisation approach to justify public sector investment in projects and programmes.
Responsibilities:
+ Delivery & Leadership - Provide visible and effective leadership, lead benefits management and work with the project manager to deliver the business case benefits and outcomes. Develop clear vision and standards and champion the use of best practice benefits management standards, tools and processes. Build strong networks both internally and externally
+ Business Case - Support the project manager in preparing and updating the benefits elements of the Business Case working with specialists as required.
+ Benefits Management Strategy - Define and shape the benefits management strategy taking into account the wider organisation methodology.
+ Benefits Realisation Plan - Oversee the project Benefits Realisation Plan including change control. Identify risks to benefits realisation. Develop and propose mitigations.
+ Tracking & Reporting - Establish the mechanism for co-ordinated and consistent tracking and reporting of benefits through the project lifecycle and into realisation
+ Benefits Mapping - Co-ordinate workshops, maps benefits and ensures alignment. Circulates for agreement and approval. Works with a range of stakeholders to validate and test dependencies.

Security Clearance
The requirement for SC clearance is to have been present in the UK for 3 consecutive years immediately prior to applying.

Assessment at application stage will be based on our job history and personal statement.
Your personal statement should be no longer than 1250 words. You should use this space to provide evidence for each essential criteria within the person specification. As the criteria are scored, we would recommend that you give clear examples for each including the impact of your actions. Success Profiles Behaviour examples are not required at this stage.
In cases where there is a high number of applications the sift pass mark may be adjusted and candidates will be invited to interview in merit order, i.e. those scoring the highest.
