Full Job Description

The purpose of this job is to provide a comprehensive professional surveying and technical service to diagnose, specify, design and facilitate a broad range building repair works and adaptations in accordance with all statutory and local legislation as well as delivering all departmental key performance requirements.

Tasks include:
· Managing works from inception to completion, including the programming of works and supervision of contractors to deliver on budget, time and to the required quality.

· Advise on all statutory and legislative change, as well as sustainable technologies that affects, improves and promotes the service.

· Developing and monitoring practices and procedures, ensuring the required quality customer focused service.

· Promoting positive and innovative working relationships with applicants, residents, building contractors, supply chain partners as well as other internal departments and external agencies for achieving best value.

· Evaluate effectiveness of contract types, contractors, products and consultants, advising and making recommendations on changes or developments to provide best value

· Participating and advising in the arrangement, invitation and evaluation of tenders for work, ensuring the process provides financial and auditory compliance.

Special Conditions of Employment

  • Physical mobility to climb ladders and scaffolds, access cellars, walk over uneven ground, work at heights, access restricted spaces (e.g. crawl spaces).


  • Wear personal protective equipment and use other safety related

  • equipment as required.

  • Must hold a full UK driving licence.


  • Work outside normal working hours when required.

A recognised building qualification or relevant industry experience. (E)

  • 2. Knowledge and understanding of the Housing Disrepair protocol. (D)
    3. Knowledge of contract management in a building maintenance and adaptations environment (E)

    Experience

    4. Substantial experience of dealing with the public, resolving queries/problems or giving advice. (E)
    5. Substantial experience of repairs & maintenance service delivery, sustainability and construction (E)

    Skills

    6. Ability to communicate effectively with a wide range of people maintaining a professional manner in high pressure situations. (E)

    Knowledge

    7. Understanding of issues around the delivery of maintenance and adaptation contracts in an urban environment.(E)
    8. Understanding of landlord/tenant matters, leaseholder consultation requirements and contract dispute and resolution (E)
    9. Knowledge of housing finance & budgetary control. (D)

    Experience

    10. Experience of administering both standard and bespoke building related contracts (E)
    11. Experience of managing and monitoring budgets.(D)

    Skills

    12. Ability to motivate and mentor trainee / apprentice surveyors to develop skills and disciplines. (E)
    13. Able to effectively plan and organise a wide and challenging workload. (E)
    14. Able to explain complex information clearly to members of the public, staff and contractors.(E)
    15. Numerate and literate to levels commensurate with the post. (E)
    16. Able to write concise reports on complex issues,(E)
    17. Able to use and manage IT including but not limited to, word processing, spread sheets, databases etc. for correspondence, reports, forms, detailed drawings and performance monitoring. (E)
    18. Ability to collect, understand and interpret financial and statistical information and develop appropriate strategies. (E)

    Special Conditions of Recruitment

  • Must be able to drive and have a car available for use at work


  • Required to attend meetings and emergencies out of hours on occasion


  • Able and willing to climb ladders and scaffolds and use appropriate equipment as part of normal duties of the role
