As the digital arm of the department, we advise, assure or manage delivery on behalf of our colleagues in the Government People Group in developing their own Government Digital and Data capabilities. This is an exciting opportunity to join CO Digital, to lead on business improvements and otherwise support the Cabinet Office in delivering on the countrys priorities at the heart of the UK Government.
Civil Service Jobs is used by over 3 million candidates per month to view and find vacancies across the Civil Service. Each year it handles over 2 million applications and advertises 140,000 posts. The live service is used by 219 organisations to advertise their vacancies, with more joining and manage their recruitment processes. Currently, Civil Service Jobs is a software-as-a-service (SaaS) provision that has been configured and enhanced to meet Civil Service recruitment, digital and security standards.
You will join our programme focusing on the implementation of the new platform that will transform Civil Service Jobs, and help to shape how the service could be delivered in the future. Weve completed our Discovery and Alpha phases, where we did extensive user research and prototype design, to explore our user needs and potential solutions for the biggest areas of improvement.
Weve decided that our service needs to procure rather than building our own, so weve now moved into the Beta procurement phase, which will see the commencement of the new contract during summer 2024, followed by a build and migration phase for all 219 departments to be completed by the end of 2026., We are looking for Business Change Managers to join the Civil Service Jobs ATS Transformation programme in Cabinet Office Digital; you will directly contribute in improving our Civil Service Jobs platform with our customers, the wider recruitment service and those who are applying for roles in the Civil Service.
Your role: As the Business Change Manager, you will embed effective change management plans within our programme to deliver engagement and adoption, working closely with senior leaders, delivery teams, and stakeholders. You will be responsible for providing guidance and expertise in managing the complexities of change across over 220 customer departments with different levels of adoption. This will be critical in aligning business objectives with change initiatives, ensuring that strategic changes are effectively planned, executed and monitored.
As a centralised service we operate via collective working arrangements across multiple government departments and agencies; you will need to identify, establish and nurture business relationships across the Civil Service and within the Cabinet Office to achieve the Civil Service objectives.
Our team: Working to the Senior Business Change Lead, the Adoption & Utilisation team will be made up of six Business Change Managers and two Trainers. You will work closely with the multidisciplinary programme team which includes the Digital Product and Delivery team (Senior Product Manager, Delivery Managers, Business Analysts, User Researchers, User-centred Designers, QA Testers etc) and the Supplier transition team who are working directly on building the digital product.
Wider Cabinet Office teams youll interact with are the Live Service and Support team (maintaining the existing platform), account managers, the Government Recruitment Service but more broadly, this role will be the interface between the programme and the department HR functions.
In delivering recruitment transformation, our programme will procure and build a new version of our recruitment platform by 2026, which will enhance the recruitment service provision across government.

Responsibilities
+ Support the planning and execution of change management strategies and activities to ensure successful adoption and implementation of business changes
+ Manage customer segmentation and form the key customer relationships in your area, to land the change
+ Collaborate with key stakeholders to identify change impacts, assess business readiness, and develop appropriate change management plans.
+ Develop and deliver change management communications, including presentations, emails etc. to effectively communicate the benefits and purpose of change to key customers; some elements will require close collaboration with the programme communications team
+ Lead on identifying early adopters in your area, for multiple release phases
+ Work with the digital build team and corresponding IT functions in departments, to define and ensure business readiness requirements
+ Provide leadership input to the programme team, supporting go/no-go decisions and being the voice of the customer
+ Consider and advise departments on change impact for their organisation, such as operational and local team(s) impact
+ Implement change management methodologies and tools to drive organisational change and ensure consistent application across various projects.
+ Monitor and measure the effectiveness of change initiatives, providing feedback and recommendations for improvement to senior management and the digital team.
+ Identify and mitigate potential risks and obstacles to change adoption, implementing strategies to overcome resistance and drive engagement.
+ Work closely with project teams to integrate change management activities into programme plans, ensuring alignment with business goals and milestones.
+ Stay abreast of industry trends and best practices in change management, continuously improving and evolving change management methodologies within the organisation.
