Full Job Description

The Procurement Department at ICBC Standard Bank Plc is based in London, and manages the Bank's third party indirect spend of approximately $350m across a wide range of technology and non-technology commoditised and specialist goods and services.

Procurement is part of the Finance Function, and assist the front and back office in procuring goods and services in a way that ensures best value to the Bank, while minimising third party risk, and ensuring Compliance with relevant Bank policies.

The sourcing part of the Procurement team is comprised of an IT Category Manager and Market Data Analyst, together with two junior analysts supporting lower value and lower risk sourcing initiatives. Additionally, Procurement Operations represents that transactional part of the overall team, and is comprised of two analysts, Senior and Junior, who support business requestors to create and issue Purchase Requsitions / Purchase Orders in alignment with the Bank's processes and procedures, as well as leading the team's reporting capability.

Job Purpose:
To support the ongoing business needs through the development and continuous improvement of the sourcing strategy, leading the execution of sourcing projects across non-IT categories of expenditure, including HR, Facilities Management, and Professional Services.

This will require liaising with suppliers and business requestors, analysing spend and supplier data, and supporting the preparation of management intelligence and management information reports including supplier and business spend reporting.

To ensure, in conjunction with the Financial Crime Compliance team, that sourcing processes effectively and appropriately address financial crime risks, including the risks of money laundering, terrorist financing, bribery and corruption, fraud and sanctions breaches.

Other sourcing activities such as market analysis, benchmarking, and working collaboratively with the Supplier Risk Management team to minimise third party risk are also required., Project Execution

  • Work effectively with business requestor to select most appropriate sourcing strategy to meet their business requirements.

  • Manage end to end sourcing process across non-IT indirect spend categories, including identification of relevant supply market, completion of RFP processes, commercial and contractual negotiations.

  • Present completed sourcing projects for approval at relevant governance meetings, as required.

  • Proactively manage and administer sourcing pipeline of projects, using analysis to monitor and report key Procurement performance metrics.

  • Identify and deliver savings opportunities and operational efficiencies within the Bank's supply chain, to support the departmental savings objectives.

  • Identifying and executing opportunities to contract non-compliant addressable spend, and consolidate more spend through fewer vendors.

  • Assist Procurement Operations with invoice / payment queries and management of related stakeholders as required.

  • Support communication of category sourcing strategies, supporting both local and regional projects.

  • Support alignment with global business strategies and financial plan.


  • Client Liaison
  • Build and maintain strong relationships with key stakeholders in non-IT functions by being proactive, anticipating, identifying and resolving problems that may impact service delivery.

  • Support client compliance by communicating and reinforcing sourcing governance, and guiding clients through the sourcing process that meets the Bank's governance requirements, optimises value and minimises risks.

  • Work effectively and collaboratively with the Supplier Risk Management team to support the Bank's third party risk framework and objectives.

  • Provide best in class Sourcing advice to a range of Service users, including guidance on supply market dynamics and vendor capabilities.

  • Assist with adherence to Head Office reporting requirements, as required.

  • Act with integrity at all times, to ensure professional and ethical standards of the role upheld.

    Experience of working in a regulated environment, ideally Financial Services

  • Indirect sourcing experience, preferably in a corporate environment

  • Proven procurement track record, including savings delivery

  • Strong and adaptable verbal and written communication skills, with the ability to communicate effectively across all levels of the organisation

  • Business knowledge

  • Organisational skills, including project and workload management, with ability to manage competing priorities, and meet deadlines

  • Understanding of the PRA/FCA rules and regulations or equivalent
