Full Job Description
The primary purpose of this position is to serve as a first level supervisor, providing planning, directing, organizing, and exercising
control over nonsupervisory employees assigned to the Quality Assurance Section. The Chief of Quality Assurance will plan, organize,
and direct the activities of the Quality Assurance Section, 423 Civil Engineer Squadron Operations Flight, ensuring that contractorprovided
operations, maintenance, repair and minor construction activities comply with legal and regulatory requirements and meet
customer needs. Will exercise supervisory personnel management responsibilities; Represent the Quality Assurance Section with a
variety of installation and functional area organizations; Ensures, and participates in, the performance of inspection and surveillance of
difficult and complex operations, maintenance, repair and minor construction projects. Will also gather information to compile into
written inspection reports.,
- Hours of work: 0800-1630 Mon-Fri Start & end times may be modified due to mission needs and in accordance with

Civil Engineer Squadron, Royal Air Force Alconbury, United Kingdom., 1. Knowledge of construction techniques sufficient to develop Statements of Work, interpret and explain contract
specifications and requirements relating to building and facility operations, maintenance and repair, and minor
construction sufficient to determine coordination required to ensure all design considerations have been addressed.
2. Knowledge of electrical, mechanical and construction work to include architectural and engineering plans and
specifications sufficient to read and interpret contractor requirements.
3. Knowledge of the installation of various systems to include unique and specially designed precision testing instruments
and one-of-a kind construction equipment, as necessary to ensure compliance with contract requirements.
4. Knowledge of safety and security regulations, practices, and procedures within the construction industry.
5. Skill in using computer-based software programs to create and maintain records and reports.
6. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization.
7. Ability to communicate effectively, both orally and in writing., 1. Employee is desired to hold HND/HNC/BTEC, City and Guilds, NVQ or equivalent qualification in an appropriate discipline,
together with a minimum of three year's working experience in the trade; and must also be familiar with the requirements of other
technical disciplines in order to ensure that the section provides effective oversight of all contractor-provided work.
2. Employee is expected to have experience and hold training certificates for managing Quality Assurance programs according to
Industry Standards.
3. The work may require the employee to drive a motor vehicle. Must possess an appropriate CAT B valid driver's license.
4. The position requires the knowledge of numerous regulations and codes of work. From time to time, there are various courses that
must be attended to keep up to date with new practices, materials and safety legislation.
5. The position requires the use of a hand-held two-way radio or alternative method of on-site communication.
6. Incumbent must hold, or be capable of obtaining, an electrical skilled persons certificate within the probation period.
7. May be required to wear personal protective equipment when performing on-site inspections.
8. Employee must be familiar with software packages in use by 423 CES and the NGEC contractor; training may be required in order
to obtain the necessary proficiency.
