Full Job Description

As a member of the children, young people and maternity team the postholder will be expected to work with the wider team to inform and develop the ICBs strategic approach to transformation, improving quality, patient outcomes and value for money.
The postholder will take a lead commissioning a defined statutory portfolio and project areas for the ICB and support key transformation workstreams where agreed.
To lead on performance management and system resilience within key portfolio and project areas.
To contribute to the Children, Young People and Maternity agenda within the ICB and at Place
The Post holder will be required to undertake other tasks and roles when necessary as the organisation and role develops.
The post will have direct reports dependent on the lead portfolio areas, and will take line management responsibility for staff sitting in their areas of the ICB structure., Main duties of the role will include:
This post supports the children, young people and maternity team to lead on the development, delivery and planning of services across Lancashire and South Cumbria ICB
The functional areas of responsibility of the directorate will also include some or more of the areas below
· Integrated commissioning of children and young people statutory responsibilities with partner agencies including;

  • Safeguarding

  • Palliative Care

  • SEND

  • Community Services

  • · Contract management, procurement and development of alliance approaches;
    · System resilience and sustainability including winter planning;
    · Workforce development;
    · Clinical & population engagement;
    · Delivery of QIPP/CIP to support financial balance of the ICB and the system;
    · Delivery of key performance targets, patient outcomes and key quality indicators.

    Working for our organisation
    The Lancashire and South Cumbria Integrated Care Board (ICB) was formally established as a new statutory body on 1 July 2022, replacing the eight clinical commissioning groups across Lancashire and South Cumbria.
    Our role is to join up health and care services, improve people's health and wellbeing, and to make sure everyone has the same access to services and gets a positive experience from treatment. We also oversee how money and resource is utilised to ensure that funding is spent to ensure health services are effective, consistent and of high standard.
    The postholder will work within the children, young people and maternity team within the nursing directorate of Lancashire and South Cumbria ICB.
    As part of the role and function the postholder will work closely with a range of teams internal to the ICB such as safeguarding, quality, contracting, performance, and finance, and externally with local authorities, children, young people and parents and carers., This post supports the children, young people and maternity team to lead on the development, delivery and planning of services across Lancashire and South Cumbria ICB

    Leading transformational change
    + The post holder will take the leadership of a range of contracts/ portfolio/project areas and be responsible for the transformation, delivery and programme management of these areas in order to improve patient experience, quality and financial outcomes.
    + Secure quality, safe, robust and appropriate commissioning of services, which provide value for money for the local population and promote integration.
    + Ensure the development and delivery of the annual operating plans for the ICB and support delivery of designated wider ICP and ICS projects.
    + To undertake service reviews, interpret data intelligently to inform service change and devise service specifications to support implementation
    + Collate reports on transformation and make recommendations to decision making bodies.
    Leading and supporting system and place-based children, young people and maternity project
    + Lead a portfolio of place based and clinically led projects including service transformation, redesign and reconfiguration using continuous improvement, change process and effective programme management.
    + Provide leadership and guidance to senior management and wider CYPM Team members, creating a compelling vision for the future and communicating this within and across organisations
    + Working with the CYPM Team and Place Leads to create a robust and sustainable organisational structure with the capacity and capability to meet statutory obligations of the ICB in terms of quality and effective use of public funds
    + Support the development of, and embed collaborative and effective partnership working across health and social care providers, commissioners, Local Authorities and other NHS and non-NHS organisations and stakeholder
    + Ensure that the organisation values diversity and promotes equality and inclusivity in all aspects of its busines
    + Work with clinical colleagues, the public, patients and partners to establish and communicate effective strategies for the ongoing improvement of health services
    + Be visible and accessible to partner organisations
    + The post holder will be an active member of local/regional networks where appropriate and agreed and ensure that processes are in place to facilitate effective collaboration and communication.
    Clinical Engagement
    + Facilitate appropriate clinical engagement of the CYPM agenda to develop a culture that ensures a strong clinical voice and actively engages clinicians in the development of services and pathways
    + Ensure that the interests of patients and the community remain at the heart of discussions and decisions
    Service Transformation
    + Challenge current practice, including clinical practice and develop new ways of working that improve the quality and effectiveness of services
    + Ensure the ICB is responsive to the views of local people and promotes self-care and shared decision-making
    + Work collaboratively across organisational boundaries to secure improved outcomes for patients, local communities and the wider population and make necessary arrangements to ensure the effective commissioning of services
    + Create pathways of care across primary, secondary and tertiary care that deliver improvements in healthcare outcomes and efficiency
    + Ensure robust performance management of services against agreed performance targets, taking remedial action where necessary
    + Understands commissioning risk environment including understanding of the strategies that have been adopted by the ICB to manage and mitigate these risks
    + Ensure patients and the wider public are actively involved in the design of healthcare services and that this feedback is used to enhance choice, quality and efficient service provision
    Financial Control
    · Budget holder accountability for delegated programmes and projects
    Support the Director of children, young people and maternity in the delivery of a balanced budget and ensure, with financial support, full compliance with financial regulations
    Support the Director of children, young people and maternity in ensuring that the regularity and propriety of expenditure is discharged, that arrangements are put in place to ensure good practice is embodied and funds are safeguarded through effective financial & management systems.
    Work with the Director of children, young people and maternity to ensure the ICB makes decisions which secure the best use of public money
    Policy creation/edit/updates
    · Lead the development of ICB and place based strategies, operational policies within the area of responsibility
    Quality
    · The post holder will ensure that there are systems in place to support inter- organisational quality assurance and Quality improvement.
    · Working with providers to tackle variation in performance and outcomes.
    · Providing evidence and information that would support the identification and mitigation of risk.
    Research and development
    · The post holder will ensure they remain up to speed on all the latest national and local developments, best practice, emerging evidence to support effective commissioning
    · Support relevant audits where this supports transformational change.
    Autonomy/level of decision making
    · The post holder will have autonomy within the portfolio or project area they are responsible for, within the limits set out by the ICB processes and controls and as agreed with the Director of children, young people and maternity.
    · Provide day-to-day leadership and line management where appropriate
