Full Job Description

As our next Civil Enforcement Officer Supervisor, you'll assist the Senior Enforcement Officer and the deputy Parking Manager to supervise and develop the Civil Enforcement Officers within Parking Services to ensure the effective delivery of the service.

The role is integral to our Parking Services day team. The team work 4 days a week including the occassional Sunday. You will be given a 6 weeks rolling rota and in addition will be allocated approximately 3 Sundays per year. The hours of work are Monday to Saturday 7.00 till 17:00 & Sunday 09:30-17:00 Parking services contributes to safer roads Leeds by enforcing parking restrictions in accordance with legislation, in particular the Traffic Management Act 2004 and its associated Regulations. Enforcement of restrictions are carried out in a clear and fair manner and in accordance with legislation., To provide day to day on street supervision and support to the Civil Enforcement Officers, whilst assisting in the day to day running, monitoring and control of the City's on and off-street vehicle parking,

  • To Supervise a small team of Civil Enforcement Officer (typically between 5 to10 Officers) including ensuring work that beats are being patrolled in a safe and effective manner.

  • To work under the guidance of the Senior Enforcement Officers in ensuring that beats are being patrolled in the most effective way to deal with illegal parking.

  • To deputise for the Senior Enforcement Officers in their absence.

  • To attend meetings where required and provide updates as necessary.

  • Patrol on and off street beats inspecting parking, identifying contraventions and issuing Penalty Charge Notices via a hand held terminals, providing a positive and courteous customer service.

  • Reporting environmental problems and issuing Fixed Penalty Notices for litter where appropriate.

  • Identify and report blue badge misuse.

  • Operate CCTV equipment and issue Penalty Charge Notices via Bus Lane Enforcement and mobile CCTV (Camera Car).

  • Inspect parking control equipment and parking facilities and report necessary maintenance and repairs.

  • Direct and organise parking in on and off street facilities, undertake security observations and report suspicious and unacceptable incidents

  • Drive an authorised vehicle and use a two way radio communication system in connection with duties.

  • Undertake duties on cash collection service and undertake administrative duties as required.

  • Remove vandalised debris and litter from off-street facilities, undertake minor maintenance tasks including cleaning the facilities and minor remedial painting

  • Attend court if required.

  • Support the development of staff within the team following the current staff development procedures.

  • You will have the ability to supervise & develop staff, working as part of a team and on your own initiative ensuring that all targets are met.

  • Exceptional knowledge of TMA 2004

  • A broad knowledge of traffic regulations and parking enforcement in the Leeds district.

  • Be able to resolve problems in a fair and precise manner.

  • Willingness to actively participate in trainings.

  • Be able to work to tight deadlines., Extensive knowledge of TMA 2004

  • Extensive knowledge of the Leeds Parking Restrictions including the City Centre & districts.

  • Able to operate computerised systems including but not limited to Microsoft word and excel

  • Good communication skills both verbally and written.
