Full Job Description

The Government People Group (GPG) exists to work with departments, professions, and functions to build a modern, effective Civil Service. The Fast Stream and Emerging Talent (FSET) team is part of GPG, where this role is positioned.
FSET activities include:
+ Delivering the Fast Stream, the government’s flagship graduate leadership programme, for approximately 2,000 Fast Streamers. This includes a high quality curriculum and end-to-end assessment.
+ Delivering an Emerging Talent programme including Apprenticeships and Beyond Boundaries.
This role will be responsible, in particular, for the delivery of the universal training to fast streamers and the upskilling of activity (line) managers.

Operational Delivery of Universal Training:
The Universal Training offer incorporates six modules which are spread over the academic year and the 3-4 year programme. You will be responsible for the design, delivery, evaluation and continuous improvement of Modules 4 and 6 (Module 4: Basic Leadership & Management and Module 6: Practice-Based Learning). Modules 4 and 6 are new content that are internally delivered, requiring scoping, research and an evidence-based approach to finalise content and learning objectives. Learning design must align with the rest of the Universal Training offer and support learning transfer by fast streamers to their postings.
You will manage up to 7 Learning & Development (L&D) specialists to deliver this work. These staff will also be required to support delivery of other modules, which are managed by the other L&D leads. Communication will be essential here to monitor and manage workloads of staff within the L&D Team.
Your work will require engagement and cross-team working with colleagues to align with programme objectives, avoid duplication, and ensure effective matrix management of staff. You will need to ensure all learning areas are being evaluated as required and coherently provide data into the overall Fast Stream learning evaluation.
Operational Delivery of Activity Manager upskilling:
This project focuses on delivering a suite of content to Activity Managers to ensure they are effectively managing and upskilling their fast streamers during the posting. The content will require engagement with the On scheme Delivery Team (OSD) to support curation of appropriate content. The aim is to provide interactive sessions that support upskilling in a practical way and align with the online content curated by OSD on Activity Manager processes. Engagement with the wider L&D Team and Business Engagement Managers to avoid duplication of content and ensure a streamlined communication approach with stakeholders.
You will manage the same L&D specialists to deliver this work, as above. An ability and willingness to travel to support training and staff development may be required to develop the team., We'll assess you against these behaviours during the selection process:

The successful candidate will be knowledgeable in learning and development (particularly at a graduate level). They should also already hold or be willing to work towards CIPD Level 7 in Strategic Learning and Development., + Ability to remain focused on project deliverables and the ability to ensure any organisational changes are reflected in updated design

+ Previous people management experience
+ Previous L&D experience (preferably within an early careers scenario) and a strong understanding of learning and development theory and best practice
+ As we introduce and implement change, we will need a strong evidence-based approach for our actions and the individual should have the confidence and understanding of learning to be able to engage with senior leaders on this subject
+ Experience in learning design and learning strategy to oversee the universal training and upskilling of managers
