Full Job Description

Harlow Council has an exciting opportunity for a Climate Change & Energy Strategy Manager to join our dedicated team during a significant time of change and regeneration.

The Council has recently been awarded substantial Government funding for regeneration of the town centre and we also have neighbourhood renewals under construction. Alongside this, we want to ensure that we are working towards making Harlow Net Zero by 2040.

This managerial role is a new post within the Council, and we are looking for a professional and self-motivated individual who can lead on the development and implementation of the Council's Climate Change Strategy. As part of this role, you will coordinate, monitor and support the delivery of action plans across Council teams. You will also manage and direct an effective energy management service across the property portfolio, for the Council to meet its corporate environmental and sustainable objectives. This includes the management of the Council's corporate energy contracts across the operational and housing estates.

The successful candidate will be educated to degree level with a proven track record in leading on innovation and implementation of renewables. You will have a good understanding of climate change and environmental sustainability issues, and you will be familiar with the Energy Performance of Buildings Directive. In addition, you will have knowledge of Local Government function, including planning processes, as well as knowledge and experience of energy contract procurement and energy portfolio management.

You will have effective IT, communication and report writing skills, and be able to work independently as well as part of team. You will be experienced in researching, analysing and presenting data, and have sound commercial awareness of industry standards., Disability Confident
