Full Job Description

  • Working with Technology specialists, category managers and project managers to understand demand and plan future procurements;
  • Building a procurement strategy, working with legal, project managers, finance and business leads to identify the best route to market that delivers best value;
  • Supporting the development and approval of medium to high value business cases and its implementation. Leading a procurement from early market engagement to award and mobilisation;
  • Working with suppliers to improve performance, negotiating pricing, service levels and terms and conditions to obtain best value and mitigate risk;
  • Role Profile Responsibilities for Strategic delivery and management within a category:
  • Understanding MPS commercial strategy and feeding into planning based on commercial approaches that deliver requirements that are in line with business needs, category strategies and market trends;
  • Understanding demand by forecasting and planning requirements with internal stakeholders and suppliers;
  • Developing and maintaining category plans for key spend areas.
  • Understands relevant sourcing options and analysis, and delivers positive outcomes through the procurement process:
  • Leading on end-to-end strategic sourcing activities for MPS and serving as a subject matter expert;
  • Working with key stakeholders to develop a clear and agreed view of business requirements and supporting business units in articulating their commercial requirements;
  • Advising and providing professional guidance throughout the sourcing process, considering, and evaluating a range of sourcing models;
  • Leading development of commercial input into business cases, demonstrating a project's benefits, value for money and risk and its mitigation;
  • Identifying opportunities to develop collaborative partnerships with suppliers.
  • Building and maintaining key relationships across the MPS and with important external stakeholders:
  • Developing effective working relationships with supplier organisations to establish appropriate governance and relationship arrangements, ensuring the effective management of clarifications and change requests;
  • Internal stakeholder will include MPS colleagues who are users and buyers of the goods and services within the category, and relevant business units; MPS colleagues within Corporate Services (e.g., Finance, Legal); and Police Staff and Police Officer colleagues;
  • Enabling and developing the MPS:
  • Mentoring and providing guidance to junior members of the team;
  • Line management of commercial consultant and analysts., The sift is based on the essential criteria and will take place in October 2024. The interviews will take place November 2024.
  • The panel will consist of DDaT Head of Commercial, Commercial Lead and another member of MPS commercial.
  • Interview selection is based on these 4 competencies from the MPS Competency and Values Framework (CVF):
  • The role will require the successful candidate to travel across the Met estate as per requirement of the role.

    Experience and evidence of leading sourcing and end to end procurements for medium to high value procurements, within a regulated or public sector environment;
  • Experience of developing and implementing category and procurement strategies in collaboration with stakeholders that deliver organisational benefits, whilst ensuring value for money;
  • Experience of leading negotiation with suppliers for medium to high value procurements, successfully employing appropriate negotiating techniques based on the category or sourcing strategy;
  • Ability to prioritise and manage a demanding workload whilst balancing both operationally urgent and important tasks to deliver to deadlines. Strong project management capabilities gained through practical professional experience;
  • Experience working and effectively influencing stakeholders, projecting personal impact and credibility at all levels of the organisation and the external market, demonstrating an ability to influence, persuade and effectively communicate;
  • Evidence of inclusive leadership and developing team capability through coaching, mentoring, and sharing of expertise/knowledge.

  • Experience of working in Contract Management roles or across the commercial life cycle
  • CIPS qualification / IACCM certification (or working towards)

    Salary: The starting salary is £57,301, which includes allowances totalling £2,841.
  • The salary is broken down as £54,460 basic salary, which will increase annually until you reach the top of the scale £66,356. Plus, a location allowance of £1,841 and a non-pensionable allowance of £1,000., In return the MPS can offer you:
