Full Job Description

Are you looking to progress your career in Commissioning and Contracting? Are you committed to developing outcome-based commissioning as part of Child and Family vision for improving outcomes for children and young people? If so, then this is a fantastic opportunity for you. We are looking for a dynamic, enthusiastic individual who is an excellent negotiator to agree costs with providers and develop robust, outcome based contracts which are aligned with care and support plans and reviewed regularly. Our Placement Finding and Commissioning Team in Swansea Child and Family Services is a busy team whereby we identify all external commissioned placement for children and young people. It is imperative that we identify high quality placements and that our overarching contracts and individual placement agreements reflect the quality and standards that we require. We are looking for a highly motivated, passionate, and experienced leader to drive the team and ensure that we are meeting all of our contractual obligations and that this is achieving best financial value, as well as best outcomes for children and young people. With the current challenges of Eliminating Profit from Care, it is imperative that you have the vision and desire to engage with providers and support the LA to achieve placement sufficiency. Some of the responsibilities in the role are-

  • Developing clear and consistent processes
  • Building relationships with teams across the service to raise the profile and understand how we can support to achieve good outcomes for children and young people.
  • Negotiating fees with providers to ensure we are achieving best value and are fiscally responsible
  • Working closely with colleagues within the directorate to ensure all our contracts are compliant and robust with clear terms and conditions, with regular monitoring arrangements in place.
  • Developing provider forums and building positive relationships with providers.
  • Managing a small team and providing clear direction
  • Understanding Welsh Government's Eliminating Profit from Care Agenda and how this will impact placement sufficiency for the future.
  • If you are an experienced commissioner who is passionate about how we ensure we commission providers who can deliver positive outcomes for children and young people, then this is your opportunity to progress in your career in a supportive and passionate team.

£43,421 - £47,420 per year. (12-month fixed term contract). The Commissioning and Placement Finding Team in Swansea currently have a Commissioning and Contract Officer vacancy.
