Our People Commissioning Service Directorate is an all-age commissioning function which leads commissioning for two Directorates: Together for Families Directorate includes children's social care, early years, education and special educational needs, youth services, health visiting and school nursing. Care and Wellbeing Directorate includes adult social care, learning disability and mental health. We manage a wide range of strategic relationships, partnerships and services, working collaboratively with partners across education, health and care and our ICB colleagues in developing and delivering creative and innovative commissioning solutions for people in Cornwall. There is a challenge in children's social care and Special Education Needs and Disability in delivering sufficient fostering, residential and SEND placements which are of the right quality and in the right place for our children and young people. We are seeking a creative and experienced commissioner to find and deliver the right solutions to meet our needs. Cornwall has developed its 'Better Homes for Children, Young People and Families - Our Sufficiency Strategy' 1april 2024 to 31 March 2027. The Role: You'll be the commissioning manager in Cornwall primarily focussed on commissioning of accommodation and support as part of the Council's Better Homes Sufficiency Strategy, which includes fostering, residential and SEND education placements for children and young people. You will work with the Strategic Lead in driving forward innovation and improvement in commissioning placements, working collaboratively with partners, providers, education, health and care to develop and deliver placement sufficiency in Cornwall to meet the range of children's needs, using outcomes-based approaches and methodology, including multi-agency and all age-commissioning. You will shape innovative approaches to solving local problems, all with the best interests of children and young people at heart. Working collaboratively as a key to your success.   • The role holder will be responsible for supporting strategic leads and the head of service to develop and implement strategies, plan new policies and frameworks and delivery of all of the strategic activities for children and young people commissioning, particularly in regard to homes for young people, please demonstrate your experience of this.
  • The role holder will ensure that services are commissioned in a way that has a focus on best practice, reflective learning, drives good quality service provision and cost effectiveness.     You'll be motivated by improving the outcomes of children and young people and have experience of commissioning resulting in improved service outcomes and efficiency. You will ideally have a good understanding of children's services and the local partner landscape. Being able to demonstrate expert knowledge in a relevant professional area and proven track record to develop and deliver strategic objectives and expected outcomes.
  • You'll also have business acumen and strong commercial instincts. Ready to manage ambitious programmes, you'll be a self-starter with the interpersonal skills to motivate, influence and inspire others at all levels.
