Full Job Description
RWE Offshore Wind are looking to strengthen the commissioning function with a lead Commissioning Manager for a series of three HVDC connected windfarm projects in the UK. You will have overall responsibility for the development and implementation of the project Commissioning Strategy ensuring technical governance, quality and fitness for energisation of the installed plant and apparatus. You will provide solid leadership to the commissioning team, effectively communicating with the rest of the project team, package managers and suppliers acting as the main point of contact for all matters relating to the commissioning in the projects. Ensure that the commissioning strategy is fully implemented and that all necessary processes and resources are available to deliver the offshore wind farm projects into commercial operation whilst ensuring that safety is the number one priority. The role requires experience of delivering interfaces, test & conformance standards and work planning with a high level of technical understanding of HVDC, HV Substations, HV Networks and Wind Turbine Generators to efficiently resolve the complex problems that can occur with these assets. Experience of windfarms, offshore logistics and Grid Compliance would be advantageous. About the Role The Commissioning Package Manager will be responsible for:
- The strategic planning and delivery of the commissioning package across the project
- Developing commissioning processes and systems that focus on LCOE and are transferable across projects
- Management and mitigation of health, safety and environmental risks associated with the commissioning package
- Recruitment and management of a multidisciplinary team of technical staff
- The role of Responsible Manager under the Safety Rules prior to full handover to O&M
- Budgetary development, monitoring, and control of the commissioning budget and contract staff
- Management of the overall quality levels and fitness for service of the installed plant and apparatus
- Effective risk management of the commissioning package
- Stakeholder management, accurate forecasting and reporting
- Provision of technical expertise to the project during all phases of the project
- Ensuring the wind farm is commissioned to programme and optimised for maximising production
- Management of programme interface risks to minimise risk of contractor claims for time and cost
- Working with the project packages to manage commissioning across package/contract interfaces
- Develop the HV System Control Operational Philosophy, Documentation, Procedures and work management systems
- Providing commissioning interfaces between the Grid, OFTO System contractor and the Windfarm Assets and together with the team develop appropriate controls & solutions for commissioning of assets
- Reporting to Team Lead Commissioning Management (Line Function) & Senior Project Manager (Project)
- Adding value to the line function, sharing best practice and supporting the wider team of Commissioning Managers
Demonstrable experience in leading and management of teams and interface to senior level is required with the ability to work, supervise teams and oversee the policy making process in a time-sensitive setting and to tight deadlines - Experience of managing commissioning of EHV substations in the UK.
- Proven expertise at senior level in commissioning, construction of substations or power plants
- Knowledge of specification, design, maintenance, construction and commissioning of electrical and mechanical plant apparatus, and control & protection equipment on transmission networks
- Experience of HVDC, HV/LV plant, protection systems and network operations
- Proven history of commissioning management, electrical systems project management, offshore and windfarm environment
- Understanding of HV Safety Rules
- Good knowledge of current Health, Safety and Environmental regulations
- Effective communication skills at all levels
- Experience of marine safety and logistics
- Qualifications to a degree level in an engineering discipline or equivalent
