Full Job Description

To provide expert quality assessment of repairs and maintenance works to community premises and tenants and residents' association (TRA) halls through use of specialist skills and knowledge, to deliver technical support and contract management of the repairs and maintenance contract.

Procure specialist contractors for the supply of services in accordance with procurement requirements - contract standing orders - to include preparation of specifications, contracts, working with and consulting with the relevant TRAs as appropriate.

To develop effective relationships with key stakeholders and partners and support them with all enquiries relating to management of community assets and TRA halls.

To provide strategic and operational leadership for the planned investment, cyclical programme of capital works, decorations and major repairs.

To ensure that a high level of work are delivered, working with contractors/customers to address service failures through appropriate contract sanctions.

Establish and effectively manage the procedures for health and safety across the community asset portfolio ensuring compliance at all times.

To prepare, monitor and control the operational effectiveness, financial management and effective governance arrangements of TRA halls and to mitigate risks to the council and support continuous service improvement across all community premises.

To ensure all property management risks, safeguarding and health and safety risk assessments for all facilities are managed effectively and ensure compliance with appropriate statutory, regulatory and corporate standards.

To work with other teams to assess the investment and maintenance needs of the community assets, and plan capital and revenue spending accordingly.

Work in partnership with the property team, asset management, resident services and other stakeholders to assess the continuing viability of the housing community assets within the community halls portfolio, taking into account utilisation and long-term investments needs.

Actively develop new arrangements and solutions where appropriate, including third party leasing and management, disposal, redevelopment or new community partnership models.

Design and implement a modern approach to growing business intelligence, insight and initiatives for TRA halls and provide high quality regular reports to the departmental management team and the senior leadership team of the council including cabinet members and ward councillors.

Procure all contracts, design and implement procurement evaluation methodologies and prepare and present reports to the various scrutiny and governance structures in the council.

Respond to and resolve any TRA hall and community premises issues, problems in the day to day operation of the contracts, including preparation of condition survey reports and agreement of action plans with contractors and consultants as required

Ensure customer service standards are maintained by responding to specific deadlines for providing answering individual complaints through I Casework.

To undertake other duties commensurate with the level and grade of the post as may be requested from time to time.

Understanding of construction and maintenance

Experience of diagnosing complex building defects and producing specifications for repairs

Experience of managing contractors in a repairs and maintenance environment.

Essential Qualifications Required:

HNC Building studies or equivalent

Able to use Microsoft Word and Excel packages,
