Full Job Description

The role will incorporate the full spectrum of work which a commercial chartered surveyor can deliver with a particular focus on delivery of key development sites such as Stephenson Quarter, Ouseburn and East Pilgrim Street.

This will involve acquisition, disposal, valuation and development appraisal across all commercial and residential property sectors. The role may also include agency work in support of development schemes and viability advice for the Planning Authority. Experience of property management and asset management are desirable in order to understand implications of the full property cycle on development.

As part of the role, you will form part of the Senior Management Team for the Property Department and be involved in how the department operates and influence change.

The role will require:

- MRICS

- Experience of managing development and joint venture agreements.

- Experience of development appraisals for both residential and mixed-use schemes.

- Experience of delivering complex development sites.

- Experience of acquisition and disposal.

- Strong valuation experience.

- Commercial acumen.

- Strong communication and negotiation skills.

- Dedicated work ethic.

- Articulate and numerate with good analytical skills.

- Motivated with rigorous attention to detail and a high degree of accuracy.

- Team player who thrives in a fast-paced environment and can juggle multiple priorities simultaneously.

- Experience in the production of reports for senior colleagues and/or clients.

- Management of staff.

The Property Team:

At this exciting time, Newcastle City Council is looking to a talented and well-connected property professional to join its Property Team and help shape the future of the city.

The team plays a vital role in driving Newcastle's economic growth and regeneration by using council assets to achieve its strategic objectives, in turn benefitting both local residents and visitors to the city. It manages an extensive mixed commercial portfolio of offices, industrial, retail, leisure and heritage assets that generates an annual income in excess of £12m pa with a capital value of circa £290m.

We have a proud record of success, playing an integral role working with our partners Newcastle University and Legal & General in the delivery of the internationally renowned Newcastle Helix - a landmark 24-acre hybrid city quarter, built for international tech and science businesses dedicated to helping us all live better lives. We also own, manage, and operate The Core, The Biosphere and the Lumen on the site.

Working with our Joint Venture partners PfP-igloo and Homes England, the team has helped deliver the award-winning Malings - a sustainable community consisting of 76 low energy, eco-friendly homes, and more recently completed Lower Steenberg Yard scheme in the Ouseburn.

We will be part of the team to bring forward the Malmo and Spillers Quay developments and working alongside PfP-igloo, we will deliver Phase 2 of the Stephenson Quarter. This joint venture, launched in 2020, will culminate in the development of the remaining plots, including several listed buildings, to provide a business space for creative, hi-tech and digital businesses, as well as exceptional city centre homes and public realm. We have recently completed the first plot, The Pattern Shop, converting a listed building into an exciting 32,000 ft2 office accommodation.

Working with key stakeholders and businesses, we are helping to deliver the £50m City Centre Transformation Programme, transforming this prestigious public realm to create a safer, greener and healthier space for all; and the intrinsically linked project to reawaken the Grainger Market, following a successful bid to the Government's Levelling Up Fund.
