Full Job Description

Accountable as the primary manager and interface between the supply chain, customer and business for emerging issues on a daily basis, ensuring that service levels are achieved from the supply chain, with any issues escalated in a timely manner via the agreed escalation routes

The Contracts Manager will oversee and govern Spares Management Agreements (SMA) and work with other functions to agree Spares Access Agreements (SAA) in parallel and facilitate closure of open warranty issues. You will be responsible for providing back to the business Key Performance Indicators (KPIs) and work with suppliers to improve performance where needed

Responsibilities

  • Develop and implement skills required to negotiate supplier spares contract and SMAs, consulted, advising and informing of any requirements needed for a new contract

  • Develop contract management skills to ensure that SMAs, warranty and KPIs are executed along with Project Execution Plans (PEPs)

  • Develop strategic relationships with suppliers and customers. Ensure that the service levels are being implemented as per the contractual obligations

  • Implement regular contract reviews with the supply chain to successfully manage performance, report on these monthly, with the support of the SPCRM

  • Ensure that assets are managed effectively by correct identification of assets, ensuring storage meets the specifications and requirements

  • Ensure annual stock takes are held for any contracts which include float material and condition

  • Administer the warranty process to resolution, ensuring all warranty claims raised by Porterbrook customers are dealt with in a timely manner. Work with customers and suppliers to resolve disputes, ensuring suppliers have float available to support both planned and unplanned requirements

  • Where required support the business in mobilising any Free Issue Material (FIM) Orders

  • Ensure that all Porterbrook's suppliers are accredited for the scope of work undertaken

  • Manage and maintain a risk register via an appropriate work book ensuring mitigation where needed

  • Ensure that all suppliers are set up effectively, including the management of PO's

  • Responsible for ensuring the WLMP is kept up to date with any price changes relating to the overhaul services for spares

  • Manage and track via an agreed methodology all Additional Arising Work (AAW) claims, ensure suppliers provide adequate information for Porterbrook to attribute cost responsibilities accordingly

  • Ensure that suppliers and customers take responsibility for the care, custody and control of Porterbrook's spares assets, when in their jurisdiction

  • Ensure such spares are managed, maintained, overhauled and provided to users in an effective and efficient manner, to specification

  • Manage all third-party relationships for the control and use of spares

  • Provide support to TOCs in respect of their requirements

  • Liaise with the Planning department to ensure that productions plans are met on time

  • Organise the movement of stock for which Porterbrook is responsible for

  • Work with the Engineering department for timely completion of maintenance contracts.

  • Support and execute tasks relating to business improvements


  • Other Duties
  • Provide support to suppliers and internal functions on any health and safety matters

  • Support the function and business in the drive for continuous improvement

  • Operate in line with the organisation's values and behaviours

  • Support all the areas of the business to ensure that current and future SMA contracts are set-up in an appropriate way so they can be managed successfully

  • Hold regular meeting with the Supplier Contracts Manager to provide KPI's on supplier performance and contractual escalation requirements, receive feedback from Quarterly Business Reviews (QBR)

    The ideal candidate will be a self-starter, who can work effectively on their own and as part of a team

  • Able to take a pragmatic approach to challenges and actively solve problems before they escalate

  • Experience of taking full accountability for the end to end operational procurement processes

  • Experience of Oracle systems would also be desirable, CIPS Qualified, working towards or prepared to embark on the journey Qualified to degree standard preferably in Business


  • Knowledge
  • Previous experience in an contractual procurement role

  • Track record of managing suppliers effectively

  • Knowledge of commercial and supply contracts

  • Experience of working in a small team and covering a wide range of accountabilities

  • Rail experience would be a distinct advantage but not essential

  • Numerate with strong analytical skills

  • Computer literacy (especially MS Office products)
