Full Job Description

The post holder will lead the development of the ICB's and the whole BLMK system's work to develop a comprehensive, expert and highly effective approach to risk management.
The post holders will need to work closely with senior partners at Board level to understand the major risks in health and care in BLMK , how these are changing over time and provide assurance and challenge on the plans to mitigate them., The Corporate and System Risk Manager will provide expert advice and guidance on risk management to ICB Executives, Non-Executive Members and Senior Managers, maintaining the trust and support of the ICBs Audit and Risk Assurance Committee. '
The post holder will continue the development of the new dynamic system risk register working working closely with senior system partner across the NHS, Local Authorities, VCSE partners and beyond.
The postholder will be responsible for the risk management software and processes to manage and report to various governance bodies.

Please inform us of any adjustments you may require., · lead the organisation's risk function, acting as a proud ambassador for good risk management in the ICB, and across and beyond BLMK;
· develop and maintain the Corporate Risk Register and System Board Assurance Framework ensuring it is regularly reported to the Executive Management Team, Audit & Risk Assurance Committee and the Board of the ICB;
· Manage several budget lines associated with risk management, including a pay and non pay budget;
· lead a community of system risk leads and senior stakeholders to identify risks, develop risk descriptions, key risk indicators and actions to mitigate them;
· provide task management and oversight to two members of staff;
· manage the ICB's Software System Management - 4Risk - leading and inspiring ICB staff to record risks accurately and comprehensively.
· provide an important 'check and challenge' function to System, Place and Corporate services to help assure the Board that risk management processes are effective.
· provide strategic advice to Executives and Senior Managers on emerging risks, support the development of the risk description, key risk indicators and mitigations.
· present the Board Assurance Framework and Corporate Risk Register to the ICB Board and its Committees and advise Non- Executive Members, Senior Executives from the ICB and Partners on strategic and corporate risks, and the ICB's response to these;
· support Directorates to develop and maintain dynamic risk registers which support their main work strands and enables the effective management of business, project, and clinical risk.
· lead, develop and deliver training for staff in risk management and related activities.
· embed across the organisation a consistent and objective approach to assessing and measuring risk through the application of a best practice risk scoring matrix.
· identify escalation methods and routes for risks which exceed acceptable tolerance, so these are clearly defined and put in place systems to demonstrate these are operating effectively.
· audit risk management practices to ensure these are up to date with best practice.
· conduct Deep Dives, in-depth reviews of identified risk areas, generate reports, and ensure action completion.
Communication skills
· Influence senior managers, the Executive Management Team, the Board of the ICB and any relative Committees in the identification and ongoing management of both corporate and system risks
· Work with System Risk Leads to identify and develop system risks by bringing people together to identify and assess risks, leading the collaborative risk and mitigation development process and ensuring reporting to the Audit & Risk Assurance Committee and Board of the ICB.
· Have expert communication skills for delivering key messages to a range of stakeholders both internal and external (including outside the NHS) to the organisation.
· Have good presentational skills for conveying complex concepts,
· Have the ability to use informed persuasion to influence others.
· Identify risks, anticipate issues and create solutions and to resolve problems in relation to project or service delivery.
Analytical Skills
· Understand a broad range of highly complex information quickly and making decisions where opinions differ/no obvious solution, especially in relation to key risk indicators;
· Work and engage constructively with internal and external stakeholders on a range of contentious issues, including those which are sensitive or in relation to fragile serivces.
· Nurture key relationships and maintain networks internally and externally, including national networks.
Planning and Organisational skills
· Ensure projects and initiatives are delivered on time, to quality standards and in a cost-effective manner, adjusting plans as required.
· Provide an expert and specialist perspective on matters relating Risk, providing advice to BLMK leadership in the development and policy and guidance.
· Create and annually update the ICB Risk Management Policy and Framework which impacts on the whole of the ICB including Place
· Be the expert and provide guidance to the Board of the ICB on the formulation of a Risk Appetite Statement
· Be the expert on guidance issued with regards to risk management and to distil this guidance providing briefings to staff, committees and Board of the ICB.
· Provide advice and guidance on the completion of risk registers and associated controls and action plans.
· Lead the implementation of the Risk Management Strategy by co-ordinating and managing all risk management activity and training within the ICB.
· Present risk registers and Board Assurance Framework to committees and Executive Team ensuring detailed knowledge of all risks
· Manage competing priorities in a busy and changing environment, Project management skills
· Be able planning and delivering programmes and projects and services on time.
Autonomy
· Work without supervision, providing specialist advice to the organisation, working to tight and often changing timescales, Interpreting national policy for implementation.
· Independently advise the Chief of Strategy and Assurance, ICB Chief Executive and the Chair of the Audit & Risk Committee
Management skills
· The postholder will need to effectively matrix manage two members of staff on the ICB's risk team;
· The post holder will need to lead a community of staff working on risk across and beyond the ICB, demonstrating strong leadership skills;
· The post holder will manage a budget, and should bring experience of managing public money effectively.
