"We have an exciting opportunity for an experienced cost estimator to join the PMO function. Your enthusiastic and conscientious nature will be key to an existing diverse estimating team with a wide-ranging skillset. The successful candidate will report directly to the Cost Estimating Lead and be integral to the growth of this centralised function. As a cost estimator, you will be instrumental in delivering an efficient and effective cost estimating service company-wide. As such, you will work closely with various other project controls practitioners and interface with multiple departments as determined by the business demand and priorities. Some typical activities may include: creating baseline estimates; undertaking cost benefit analysis and independently assuring tenders. Estimating is crucial to the success of NRS' long-term strategy including sustaining value for money for the UK taxpayer.   • Deliver an effective cost-estimating service across all stages of the project lifecycle from concept through to close-out.
  • Provide quality assured estimates to support Baseline change proposals, business case approvals, company investment decisions and tender assessments.
  • Develop cost estimates based on norms, appropriate estimating methodology and lessons learned, depending on the project phase and scope of work.
  • Independently oversee and assure estimates within the cost function to verify fit-for-purpose through the provision of comprehensive findings.
  • Participate in key project reviews, offering guidance and advice on cost-specific matters to ensure compliance, understanding and improve estimates.
  • Propose cost estimating opportunities through industry research to improve value for money for the organisation.
  • Develop Cost Breakdown Structures (CBS) and support alignment/development of the Work Breakdown Structure (WBS).
  • Communicate estimating rationale to senior staff and relevant stakeholders to enable critical decision-making.
  • Undertake cost-benefit analysis work to illustrate alternative options for successful project delivery.
  • Support Estimating Uncertainty reviews with the Project team, as well as contributing to risk reviews to aid the risk modelling process.
  • Provide inputs to the cost database as well as analyse and maintain data to support benchmarking capability.
  • Demonstrate the cost implications of emerging and additional project work.
  • Undertake additional business critical tasks as specified by the Cost Estimating Lead.
  • Assist the Cost Estimating Lead with delivery of training, mentoring and support to colleagues., Participation in Company Bonus Scheme (up to £5,750 per annum based on corporate objectives).

    A relevant professional qualification (e.g. RICS, ACOSTE) or equivalent significant; demonstrable cost estimating experience (essential)
  • Significant experience within a relevant project environment
  • Significant experience with producing estimates across a broad range of complex projects
  • Technical understanding and experience from a highly regulated industry
  • Significant experience with benchmarking and/or developing and using cost norms
  • Proactive with strong communication and analytical skills
  • Proficient in Microsoft Excel, Power BI, estimating software systems or data analytics
  • Please note the successful candidate will need to be located within a commutable distance of one of our NRS sites and will be expected to work there a minimum of 2 days per week.
