About the role As a Counter-Fraud and Investigations Officer in HMCTS your role is to protect value, drive value and add value. Your role is to be responsible for the management of and reporting on fraud and other investigations as required by your senior lead, as well as assisting in more complex, high-profile and high-value investigations. You will support the Counter Fraud & Investigations Senior Lead to work proactively to identify and mitigate the threat of fraud and criminality as well as supporting the development of an effective counter-fraud risk assessment strategy for the organisation. You will support the reporting framework for the Agency and work with colleagues to ensure that it remains appropriate to manage referrals of potential fraud, irregularity and corruption from within HMCTS and from external sources. You will support the Counter Fraud team in meeting the Government Functional Standards for Counter Fraud. Provide effective, active and dynamic leadership, communicating objectives, plans and priorities with clarity, conviction and enthusiasm. You will become involved in national initiatives that provide continuous improvement to develop the Counter Fraud Strategy and function with regard to delivering services across HMCTS. Your role as the Counter-Fraud and Investigations Officer encompasses several key aspects (but not limited to):

  • You will carry out investigations on referrals made to the Counter Fraud & Investigations Senior Lead, focusing on business/financial recovery, and acting in the interests of HMCTS and in accordance with the relevant laws and procedural rules. Ensuring that all fraud investigations are conducted with a priority for reputational/financial recovery.
  • You will provide the delivery of fraud awareness sessions with staff throughout the business as part of delivering the counter fraud strategy.
  • You will be responsible for identifying fraudulent activity/trends using available data and work with the business to highlight appropriate controls.
  • You will engage closely with relevant areas of the business on suspected criminal matters, conducting interviews of witnesses, suppliers, and any other parties, gathering evidence on suspected criminal incidents. Secure, preserve and record exhibits for use in criminal cases, and work with law enforcement agencies and other regulated bodies in pursuing criminal investigations.
  • You will be responsible for producing written reports at the conclusion of your investigations for review by senior management on suspected fraud incidents and recommend courses of actions. Where required you will provide expert testimony in court cases as directed and required by the Counter Fraud & Investigations Senior Lead.
  • You will support the Senior Lead in the development and implementation of an effective counter-fraud strategy for the organisation covering fraud policies and processes for fraud prevention and detection.
  • You will represent the wider directorate in the wider business in a professional manner which builds cross functional relationships and strengthens the perception of the organisation as a fair, impartial, and business focused /critical partner.

    Essential
  • Knowledge of counter fraud approaches, including experience of conducting investigations.
  • Track record for producing reliable and accurate reports.
  • Excellent interpersonal skills with the ability to build and maintain strong working relationships with stakeholders at all levels.
  • Strong verbal and written communication skills, with the ability to convey complex information in a clear and concise way to a range of recipients.
  • Proven ability to influence and negotiate effectively to achieve successful outcomes.
  • Strong use of IT, especially Microsoft Word, Excel and PowerPoint.
  • Confidence in effectively delivering presentations to a range of stakeholders.
  • Desirable
  • Accredited Counter Fraud Specialist.
  • Financial Investigation/intelligence skills.
  • Solid practical understanding of fraud risk.
  • Producing evidential packages and providing evidence in court.

    £34,140 - £42,019
  • The national salary range is £34,140 - £37,105, London salary range is £38,661 - £42,019. Your salary will be dependent on your base location. A Civil Service Pension with an employer contribution of 28.97% GBP, There will be an opportunity to work towards investigative qualifications. This role is full-time, 37 hours per week, Monday - Friday. Travel and potential overnight stays will be required in line with business needs.
