Full Job Description

This post is for the Official Receiver, Newcastle. OR Newcastle is based in our North East Regional Centre. The team, comprising deputy official receivers, examiners and administrative staff, administer bankruptcy and compulsory liquidation cases.

The Insolvency Service is a great place to work, learn and grow your career!, You will work to the Head of Operational Delivery and with the wider ORS senior leadership team with responsibility for:
+ Leadership of OR Newcastle
+ Acting as official receiver and, where appropriate, trustee or liquidator of cases handled by the Newcastle office
+ Local business and courts stakeholder engagement and relationship management
+ Applying the Directorate and Agency standards, policies and protocols to ensure effective application of staff resource to handling insolvency cases adhering to the agency target and forecast expectations
+ Operational planning, risk management and problem solving within OR Newcastle to provide assurance and improve performance
+ Building, maintaining, and working to improve the local and national team working environment, including leading through change, building capability and staff engagement, and looking after staff welfare
The Official Receiver is an officer of the courts with insolvency jurisdiction to which they are appointed. The OR is therefore answerable to the courts for carrying out the courts' orders and for fulfilling their duties under law.
You may also be asked to take responsibility for leading additional workstreams or operational functions alongside your role as OR Newcastle., The successful candidate will be a strong leader, able to exercise sound judgement and discretion; be positive and inspirational in leading and supporting others through change; be able to see the big picture and consider the wider factors and long-term implications of decisions; be able to respond quickly, flexibly and effectively to a wide range of demands and challenges; have a high level of planning and risk management skills; be able to provide a common sense of purpose to, and stability within, their teams; and be able to manage responsibilities over multiple sites when necessary.
People Management
The successful candidate will have well developed skills in business performance and staff management, recognising and rewarding success, dealing with performance issues, absence management and ensuring that health and safety, well-being and diversity issues are effectively managed with the staff.
Communications
The successful candidate will have excellent interpersonal, representational and presentational skills, including the ability to communicate with staff appropriately, reinforcing messages and encouraging feedback role modelling while actively promoting our values, helping teams embrace change/innovation and building and maintaining employee engagement.
Insolvency Specialism
The successful candidate will have an excellent understanding of, and ability to apply, the insolvency legal framework and associated rules, procedures and policies of the Directorate and agency; will be able to work with and through the Deputy Official Receivers to assure a high- performing and technically proficient staff at all levels.
The OR, as an officer of the court, is responsible for advocacy, and may have to present variously in the High Court, its District Registries and the county courts. This will involve a range of applications by the OR, by third parties, public examinations and applications for bankruptcy restriction orders.

The successful candidate will take ownership for their decisions and hold themselves accountable for what they have promised to deliver; deliver to tight deadlines; have the ability to build confidence and trust in staff to achieve an optimum level of empowerment; have excellent business and resource planning abilities; be able to operate within a dynamic planning environment, developing solutions to ensure the optimum achievements by available resource; have good understanding of risk appetites to operate within a sound corporate governance environment that is assured by management information and audit rather than direct supervision., We'll assess you against these behaviours during the selection process:

The Insolvency Service is currently delivering an exciting five-year transformation project that started in April 2022 which will define our future direction supporting a gradual migration to a Regional Centre model combined with smarter ways of working. As part of this, transforming our estate will align us with the government modernisation programmes making The Insolvency Service a great place to work.
We are letting you know about our future plans because if you are joining the Insolvency Service and are recruited into an office over the next five years that is not one of the Regional Centres, you will be expected to move to one of the Regional Centres in the future. This move would not attract financial assistance.
The 11 Regional Centres are : Birmingham, Cardiff, Croydon, Edinburgh, Exeter, Ipswich, Leeds, Manchester, Newcastle, Nottingham and Stratford.
Hybrid Working
Insolvency Service operates a hybrid working policy subject to business need, giving people the flexibility to choose when and where they work and collaborate with others.
Individuals are expected to work from one of the office locations stated in the advert to connect with their colleagues, as required by their role and business team needs. There is flexibility to split the working week, spending a minimum of 60% in the workplace, which includes the office, site visits, court etc.
