Full Job Description

We welcome applications from candidates based across the UK. Candidates will have the option of being based in the Leeds or London HQ offices (with flexible working arrangements available) or your nearest Justice Collaboration Centre or Justice Satellite Office. These are based at the following JCCs: Cardiff, Leeds, Nottingham, South Tyneside, Brighton, Ipswich and Liverpool, and the following JSOs: Ashford, Beverley, Haverfordwest, Hull, Merthyr Tydfil, Manchester, Newport, Birmingham, Sheffield, North Shields, Bristol, Wolverhampton, Weston-Super-Mare, Stafford, Truro, Winchester and Leeds.

Alternative locations may be available and will be discussed and agreed on the completion of background checks.

Interviews are likely to take place in September 2024 and will be held via MS Teams. We will keep a merit list for a year for those who successfully pass the interview board but who are not offered a post.

Background

The BOLD programme is a cross-government initiative delivered in partnership between the MoJ, the Department of Health & Social Care (DHSC), Public Health Wales (PHW) and the Department for Levelling Up, Housing & Communities (DLUHC) and this role offers the opportunity to deliver impact across a broad range of public services.

Public services collect a large amount of data which is used to improve the quality of services offered to the public, but it is often not shared between organisations, making it difficult to understand whether certain services have been effective.,

  • What you'll do

    The job holder will be required to undertake the following duties and responsibilities:
  • Support the Data Sharing Lead to identify, scope, negotiate and deliver a range of data sharing agreements between BOLD's partner departments.

  • Understand the internal processes of data providing departments and how to provide best in class service to stakeholders.

  • Deliver Data Protection Impact Assessments (DPIAs), Memorandum of Understanding / Data Sharing Agreements.

  • Represent BOLD in negotiations between partner departments, credibly selling the vision for how data sharing can unlock tangible outcomes for vulnerable service users.

  • Overcome cultural reluctance to share data through sustained stakeholder engagement across a range of technical and non-technical teams to secure buy-in for BOLD's data sharing ambitions.

  • Work with other data colleagues across the business such as Data Scientists, Engineers, Analysts and Researchers across sites (including more senior members of these teams) to track, report on and unblock delivery.

  • Promote and uphold the BOLD strategy and vision, and the needs of this virtual team, at Management level with wider stakeholders (including Digital and Business representatives) and creating a strong community amongst all colleagues.

  • Act as a translator across technical and non-technical areas to ensure effective problem definition and benefits realisation.

  • Share learning and best practice across government.

  • Play an integral role in the design and delivery of the Data and Analysis Data Sharing Roadmap., Your CV should be no more than 2 pages long and should show us your work history and previous experience. It should be well structured, succinct and written in clear language.


  • Your Statement of Suitability should be no more than 750 words and should give us examples of how your skills and experience match those needed for this role. Consider giving examples that cover all the requirements in the 'Who you are' section and use work you have completed to demonstrate how you meet each one.

    Selection Process

    There will be an initial sift of applicants through comparing submitted evidence against the 'Who you are' bullets. This usually takes two weeks, depending on the number of applications.

    Those who make it through the initial sift will be invited to a Civil Service Success Profile interview. In the Civil Service we use Success Profiles to help us find the right person for the job. We will be using a mixture of methods to assess your abilities, strengths, experience, technical skills and behaviours. We highly recommend learning about Success Profiles and using the Situation, Task, Action, Result and Reflection (STARR) framework when structuring your answers.

    The highest scoring candidates that pass the interview will be offered the roles. The whole process can take up to a month.

This is an informal, non-contractual form of flexible working that blends working from your base location, different MoJ sites and / or from home (please be aware that this role can only be worked in the UK and not overseas). All employees will be expected to spend a minimum of 60% of their working time in an office, subject to local estate capacity.

    Some roles will not be suitable for Hybrid Working. Similarly, Hybrid Working will not suit everyone's circumstances. Arrangements will be discussed and agreed with the successful candidate(s) and subject to regular review.

    For nationally advertised roles, the successful candidate(s) will be appointed to a MoJ office location, which may include their nearest Justice Collaboration Centre or Justice Satellite Office. This will be discussed and agreed on the completion of pre-employment checks.

    Some of MoJ's terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. Details will be available if an offer is made.

    MoJ candidates who are on a specialist grade, will be able to retain their grade on lateral transfer.

    All candidates who are currently in receipt of Mark Time / Pay Protection should ensure they are familiar with the new policy on permanent and temporary promotion which can be found on the employee intranet.

    Flexible working hours

    The Ministry of Justice offers a flexible working system in many offices. Standard full time working hours are 37 hours per week.     Redeployment Interview Scheme

    Civil Service departments are expected to explore redeployment opportunities before making an individual redundant. The MoJ are committed, as part of the Redeployment Interview Scheme, to providing opportunities to those who are 'at risk of redundancy'.

  • Relevant experience working in the data sharing / data governance or data governance space.


  • The following experience and skills are desirable:
  • Experience of managing and developing others, prioritising and delegating tasks in line with organisational objectives.

  • Manage partners' expectations over time, dealing constructively with challenges and where appropriate adapting the analytical or data programme when requirements and circumstances change., To apply for roles in MOJ you will need to confirm your employment history for at least 3 years prior to the date of application so that pre-employment checks (BPSS) can be undertaken.     The BOLD Programme, backed by £28.3M of investment from HM Treasury, will improve the connectedness of government data so that policymakers and those working on the frontline of UK public services have better quality evidence on what works in supporting victims, reducing homelessness and substance misuse and helping offenders turn their backs on crime. Understanding what services best help prison leavers into work could help to prevent thousands of people becoming victims each year and save some of the £18 billion annual cost of repeat crimes.

    The programme has 4 demonstrator pilot projects focusing on substance misuse, homelessness, victims of crime and reducing reoffending, which aim to utilise the linked dataset when it is created. The demonstrator projects are so named because they are pilots for the ethos behind BOLD, striving to demonstrate the value of linking data across departmental boundaries, in this first iteration, to support adults who interact in different ways with the Criminal Justice System.

    Each pilot is being run by a multidisciplinary team comprising professionals from Policy, Analysis and Technology, all funded by BOLD and working full-time on the programme.

    Robust evaluation strategies underpin BOLD, aiming to promote the successful facets of the programme into future years of funding and share lessons learned across the rest of government. BOLD aims to help other data initiatives stride forward with the collaborative mindset of BOLD, so we can achieve success together. All BOLD team members are expected to share and implement best practices across the virtual teams they work within.

    Annual leave is 25 days on appointment and will increase to 30 days after five years' service.
