+ This role sits within the Financial, Procurement & Civilian People Services Team of Defence Business Services with primary responsibility for Operational contract Management for contracts relating to our service provision to the Ministry Of Defence (MOD).
+ The successful candidate will manage 2 Contract Management Support staff and will report to the Contracts Management Lead
+ They will work closely with both MOD Policy leads, MOD Business Units, MOD Commercial and finances teams to ensure the timely placement of new contracts and extensions to existing contracts.
+ The candidate will be responsible for activities at all stages of the procurement lifecycle from planning and requirements capture; performance management, tender process & tender evaluation through to contract exit and termination.
+ This will include financial monitoring, reporting and forecasting of contract related expenditure.
+ Key contracts managed include MODs Civilian Occupational Health service; Bullying and Harassment Helpline; Recruitment advertising and apprenticeship training.
You will need to
1. Manage two Contract Management Support staff ensuring performance and development goals are set and understood and a clear activity log is developed, maintained and regularly reviewed to track progress of activity across the team.
2. Requirements capture - you will work collaboratively with policy and process owners as well as wider stakeholders to capture the requirement for contract variations.
3. Lead engagement with customer stakeholder groups, to capture feedback on supplier performance; identifying areas for improvement and potential changes of requirement.
4. Analysis of historic demand and contract costs - to provide robust forecasts for future contract costs.
5. Manage the mobilisation of suppliers during the initial stages of each contract to go-live. Providing assurance to senior management that the contract milestones have been met.
6. Contribute to the development of business cases and financial approvals for contracts, contract variations, extensions and future new procurement projects.
7. Contribute to the Tender process and tender evaluation. Co-ordinate evaluation panels; investigate and respond to supplier clarification questions.
8. Monitor individual in year contract expenditure and contribute to the financial forecasting process and inform DBS customers of their contract usage.
9. Monitor and manage supplier performance throughout the life of placed contracts and ensure continuity of service from one supplier to another.
10. You will continually review processes and track lessons learned to ensure the most efficient and effective service provision.
11. You will be required to complete the Civil Service Contract Management Capability Programme to the practitioner level as well as other post specific and departmental required learning.

Person specification
Desirable skills:
+ Government Commercial College Contract Management Accreditation - If you do not already hold it you will be required to gain accreditation at Practitioner level.
+ Skills and experience in financial data analysis and producing demand and cost forecasts, Please ensure that at the application and interview stages of the campaign you review the Success Profiles Framework to assist you in the demonstration of your skills and experience.
Your suitability for the role will be assessed using the Success Profile elements that have been chosen for this campaign. Each element will be scored accordingly, and the successful candidate will be appointed on merit.
