Full Job Description

We are looking for a Service Owner of the Defensive Cyber Operations (DCO) capability and service, providing leadership and direction to the programme of complex change and the running of the live services, providing Detect and Respond capabilities to protect MOD core networks used 24/7/365 by cyber defenders across all Military Commands. The work is diverse, and you will be accountable for the delivery of DCO complex products which have high technical and political risk. In addition, the DCO Service Owner will lead the achievement of the programme mandate and key outcomes including the pan-Defence adoption and exploitation of the services, products and processes delivered by the Programme. You will be accountable for balancing the demand with the evolving cyber risk, threat, and user readiness in conjunction with the CyDR Joint User, CSOC COE and the SRO. Your responsibilities will include:

  • Lead the programme to deliver and realise the business case benefits and outcomes.
  • Lead the development of the business case, alignment with senior stakeholders and agreement through Programme Board / Management Board / HMT.
  • Responsible for identifying success criteria, project controls and be accountable for performance. Monitor and control progress, engage fully with assurance and risk reporting and respond to recommendations.
  • Accelerate the adoption and exploitation of DCO capabilities including data, tooling and services.
  • Ownership and management of the budget and allocation of funding to areas of the Service based on agreed priorities.
  • Securing the resources (finance and workforce) required in both 'Run' and 'Change' areas. Track and forecast spend in-year and longer term. Raise the necessary investment cases for approval.
  • Successful operation management and continuous improvement of the service.

This is a non-contractual arrangement where all employees will be expected to spend a minimum of 60% of their working time in office, subject to capacity. The successful candidate is required to carry out all their duties from a UK location and cannot do so from an overseas location at any time. This post is working 37 hours per week. Strategic Command is going through a significant transformation programme which aims to improve the way the Command conducts its business and delivers for Defence and the nation.
