Full Job Description

Essex County Council (ECC) are delighted to be supporting Rochford District Council to recruit a Democratic Services Officer on a 3-month temporary basis., This role is based in the Legal & Democratic Services Officer and will require the successful individual to attend council and committee meetings as the Committee Administration, prepare the agenda, reports, minutes, and notices of policy decisions. You will take appropriate action to implement the decisions made by the committee and provide comprehensive support and impartial advice to the Review Committee and Working Groups.,

  • To work with the Review Committee to develop an annual work programme and plan and manage Review Committee projects, including: scoping; research; managing attendance and examination of contributors at meetings; preparation of reports and documentary evidence.
  • In conjunction with the Review Committee, to produce a Review Committee Annual Report.
  • To give advice and support to Members and officers as necessary in meetings on the Council's Constitution and related documents and in particular procedural matters relating to meetings.

  • To deputise for the Principal Democratic & Corporate Services Officer in dealing with queries from elected Members or the Leadership Team and the delivery of functions within this service.
  • Administration of the Independent Remuneration Panel (Member Allowances) including working with external members of the panel and advising on remuneration guidelines.
  • To maintain various Statutory Registers associated with the law and practice of meetings.
  • To assist with the work connected with the Annual Meeting of the Council, including the preparation of reports and liaison with Group Leaders on issues relating to membership of Committees and Sub-Committees.
  • To assist in the development and delivery of an annual Member induction and competency training programme and assist with the identification and provision of appropriate training and development opportunities for Review Committee Members.

    High degree of specialist knowledge in local government democratic processes
  • Experience of report writing (preferably committee reports)
  • Previous Local Government Committee experience or of servicing Committees elsewhere in the private or voluntary sector
  • Able to work to deadlines and work under pressure
  • Highly effective written and verbal communications skills including listening skills
  • Flexible, pro-active and adaptable
