Full Job Description

Under the guidance of the Chief People Officer, the postholder will be responsible for the development and implementation of the ICB Workforce Strategy and Workforce Transformation Programmes that will positively impact service delivery and staff across the ICS. The postholder will have responsibility for the delivery of significant sections of the ICB people agenda. The postholder will work closely with colleagues across health and social care organisations within the ICS footprint as well as national arm's length bodies, higher and further education institutions and charities.
The postholder will deputise for the Chief People Officer, including attending senior management meetings and will be responsible for working collaboratively with senior colleagues across the ICB to provide a professional and responsive service.
The postholder will nurture and maintain good working responsibilities with a broad range of internal and external stakeholders - senior and high-profile individuals, responsible for maintenance of networks across the region and the ICS, representing the ICB in potentially politically sensitive situations, delivering messages where required to decision makers and elected officials., Lead and manage the workforce transformation team, programmes and budgets ensuring resources are appropriately managed and accounted for.
Develop the capacity and capability across all aspects of the team to ensure an inclusive, professional, motivated, and focussed team that are effective and productive. This includes setting key deliverables and monitoring/managing performance.
Lead on the identification of performance risks and issues related to the workforce and work with relevant providers and partners to develop impactful solutions.
Develop complex and long-term strategies blending requirement in national policy, examples of national and international best practice and system specific requirement to ensure that the ICS benefits from relevant innovations in healthcare.
Establish key performance indicators and workforce intelligence reporting for operational planning purposes and the People Board and associated meetings/forums.
Collect, interpret, and use highly complex, incomplete, and contradictory information to inform decision making affecting multiple organisations with the ICS.
Work with the team to develop workforce benchmarks and key performance, themes and trends which are relevant to the Workforce transformation programmes, ensuring that the information is useful to contribute effectively to the business and financial management of the ICS.

NHS South West London Integrated Care Board (ICB), as part of South West London Integrated Care System (ICS), is a partnership of organisations that come together to plan and deliver joined up health and care services to improve the lives of people in our six boroughs: Croydon, Merton, Kingston, Richmond, Sutton and Wandsworth.

This newly created role will work with our Chief People Officer to help shape a positive and inclusive work environment and drive performance. It will be a chance for you to bring your expertise, leadership, and influence, ensuring the Workforce Strategy (Joint Forward Plan) is understood across the team, and that the team is enabled and motivated to deliver. We are responsible for NHS spend and performance, ensuring the delivery of high-quality, integrated care across the boroughs of Croydon, Merton, Kingston, Richmond, Sutton, and Wandsworth., As the Deputy Chief People Officer, you will:
+ Leadership: Work closely with the Chief People Officer to shape and drive the Workforce Strategy and Workforce Transformation Programmes.
+ Implementation: Lead the delivery and implementation of the system's Workforce Transformation strategy, ensuring alignment with national, regional, and local policies.
+ Engagement: Ensure the Workforce Strategy is understood and embraced across the team, creating an environment where staff are motivated and empowered.
+ Collaboration: Work with senior leaders, health and social care organisations, educational institutions, and NHSE regional colleagues to deliver transformative and impactful workforce solutions.
+ Strategic Planning: Interpret and anticipate policy changes, aligning our work to these and developing strategies that reflect best practice beyond the scope of the NHS., + Deliver key elements of the People Plan and Workforce Strategy.
+ Develop and implement an integrated approach to workforce planning.
+ Lead and coordinate the Workforce Transformation team.
+ Build strong relationships with internal and external stakeholders
+ Develop comprehensive workforce metrics and performance indicators.
+ Lead on the identification and mitigation of performance risk
